Logistics Coordinator Emergency Management Program Specialist 2

This position is non-permanent with the anticipated duration of 10 months. This position reports to the Logistics Program Supervisor and is responsible to independently perform professional level emergency management support for the development, implementation, and/or delivery of emergency management services with a specific focus in Logistics and Mutual Aid. This is a civilian position and does not require military service affiliation.

As a part of the Washington Military Department, the Emergency Management Division leads and coordinates mitigation, preparedness, response, and recovery in Washington State to minimize the impact of disasters and emergencies on the people, property, environment, and economy.

Duties

Some of what you will do:

  • Assists in developing statewide emergency plans and procedures for emergency logistics and mutual aid. Contributes, reviews, evaluates and coordinates with federal partners, state agencies and local jurisdictions in developing plans and procedures implementing Federal and State directives for emergency logistics and International, Interstate, and Intrastate Mutual Aid.
  • Develops and implements strategies and tactics to accomplish program objectives. Executes outreach strategies and trains state agency and local jurisdiction personnel on emergency logistics processes and procedures.
  • Assists with statewide implementation of the Emergency Management Assistance Compact (EMAC) and the Pacific Northwest Emergency Management Arrangement (PNEMA).
  • Performs duties in the State Emergency Operations Center (SEOC) or designated alternate location during response and recovery to national and statewide emergency situations.
  • Assists with the Division's Continuity of Operations (COOP) Plan.
Qualifications

Required:

Two years of experience as an Emergency Management Program Specialist 1; OR A Bachelor's degree AND two years of professional level experience in emergency management, financial management (grants, contracting, claims management, budgeting), training/education, public information/affairs, program/project management, environmental analysis/planning, civil/structural engineering, legislative affairs, and/or urban planning. Additional qualifying experience will substitute, year for year, for the education requirement. A Master's Degree or Ph.D. degree will substitute for one year of the experience requirement.

  • Developing response plans for organizations of 50 personnel or greater.
  • Conducting response operations for organizations of 50 personnel or greater.

Skills and Abilities

to:

  • Work with people from the public and private sectors and a wide array of local and state agencies in providing professional emergency planning assistance, reviewing local jurisdiction emergency plans, performing qualify reviews, and providing feedback and recommendations for improvement.
  • Review, evaluate, and coordinate with state agencies and local jurisdictions in developing plans and procedures implementing Federal and State directives for emergency planning and emergency management.
  • Work in an environment requiring strong customer relations, negotiations, and problem resolution skills.
  • The ability to take action to learn and grow.
  • The ability to take action to meet the needs of others.
  • Use Microsoft Office Suite (including Word, Excel, Outlook, PowerPoint, SharePoint, or similar software) to develop documents in support of program objectives.
Supplemental Information

Compensation:
Wage/salary depends on qualifications or rules of promotion.

Conditions of Employment:

Background Investigation:
Must successfully complete the appropriate background checks required for employment. Must be willing to sign releases of information and shall not have access to any investigative materials and files. The processing of background checks can take up to six months post-employment. Failure to successfully pass a background check may be cause for termination.

Driver's License:

  • Valid to drive in the State of Washington.
