ESA DPI Management Analyst 5

The Department of Social and Health Services (DSHS) Division of Program Integrity (DPI) is hiring a Management Analyst
5. This role is ideal for an analytical professional who loves data and enjoys driving continuous improvement and fraud prevention across agency‑wide programs.

Overview

DPI is essential to program integrity and third‑party proactive fraud prevention. You will provide expert‑level data analysis and technical assistance to division management, collaborating with other technical data analysts on complex, multidimensional issues affecting policies and initiatives.

This position is challenging but rewarding, setting the foundation for long‑term compliance and statewide implementation. It offers a supportive team environment with a leadership group that values your contributions.

Work schedule:

flexible/hybrid based on business needs. Travel may be required occasionally.

Responsibilities
  • Train Management Analyst 4s and other division staff on Microsoft Access, SQL databases, Python scripts, and Tableau.
  • Build and maintain database systems that collect and visualize program integrity data.
  • Design dashboards to help managers track performance and identify program anomalies.
  • Lead projects at the unit, division, or statewide level, including cross‑administration work.
  • Analyze data to identify trends, isolate root causes of errors, and recommend fixes.
  • Write reports summarizing findings for senior leaders inside and outside the division.
  • Support statistically valid sampling procedures used for SNAP, TANF, and Work First performance databases.
  • Prepare federal reports, including Payment Accuracy Rate Reports and Timeliness Reports.
  • Act as the division’s main point of contact for data extraction, manipulation, and visualization questions.
  • Liaise with the Division of Information Technology on data systems and business operations.
  • Test and evaluate new Tableau features and system upgrades before rollout.
  • Maintain compliance with IRS Publication 1075 rules for handling federal tax information.
Qualifications

• Bachelor’s degree in business administration, public administration, law, public health, health administration, or a related field.

• Five years of demonstrated experience in two or more of the following areas:

  • Conducting research
  • Analyzing policies, laws, rules, or regulations
  • Conducting business analysis and developing requirements
  • Leading business projects
  • Managing business operations
  • Business policy development
  • Supervising
  • Professional experience described above may substitute for education on a year‑for‑year basis.
Additional Knowledge, Skills, and Abilities
  • Technical expertise in building and troubleshooting databases and data visualization systems using SQL, Access, Python, and Tableau.
  • Program expertise with SNAP, TANF, and Work First to link program rules and regulations to data.
  • Strong data analysis skills: reviewing large datasets to spot trends, root causes, and forecast outcomes.
  • Excellent communication: explaining complex data findings in plain language to non‑experts.
  • Project leadership: managing projects with real deadlines across teams or divisions.
  • Equity and cultural competence: applying an equity lens to program integrity work and removing barriers for Washington’s diverse communities.
