Senior Specialist-Senior Code Enforcement Officer

Under direction, this position plans, leads, and participates in the work of the Community Preservation division; performs advanced and complex code enforcement duties involving investigation, inspection, compliance monitoring, nuisance abatement, public outreach, and enforcement of municipal, zoning, health, safety, vehicle, housing, and land use codes. Provides lead direction and training to Code Enforcement Officers and other departmental staff; coordinates enforcement activities with City departments, public agencies, contractors, and community stakeholders;

conducts complex investigations and case management activities; prepares reports and recommendations; and performs related duties as assigned. This position is required to work a weekend (Saturday and/or Sunday) schedule.

Responsibilities include, but are not limited to:

  • Leads, assigns, reviews, and provides guidance and direction in the work of Code Enforcement Officers and other division staff.
  • Provides training, mentoring, and technical assistance regarding code enforcement practices, investigative techniques, municipal code interpretation, and compliance procedures.
  • Conducts routine and complex field inspections to determine compliance with federal, state, and local laws, ordinances, regulations, permits, and conditions of approval.
  • Investigates complaints involving zoning violations, public nuisances, substandard housing, illegal land uses, abandoned properties, illegal dumping, and other code-related matters.
  • Issues notices of violation, administrative citations, correction notices, and other enforcement documents.
  • Monitors compliance deadlines and maintains accurate case records, photographs, evidence files, inspection reports, and enforcement documentation.
  • Coordinates nuisance abatement activities including contractor services, property cleanups, board-ups, weed abatement, vehicle abatements, and emergency abatement actions.
  • Assists with the preparation of administrative warrants, inspection warrants, declarations, affidavits, and case files for administrative, civil, or criminal proceedings.
  • Attends Community Preservation and Community Development meetings, administrative hearings and court proceedings; prepares reports and provides testimony as required.
  • Researches and interprets municipal, zoning, building, health, safety, vehicle, housing, and related codes and regulations.
  • Responds to public inquiries, complaints, and requests for service; explains enforcement procedures and compliance requirements.
  • Resolves difficult, sensitive, and complex customer service issues involving property owners, tenants, businesses, and community members.
  • Coordinates enforcement activities with Planning, Building and Safety, Public Works, City Attorney, Sheriff's Department, Lancaster Police Department, Fire Department, County agencies, and other governmental entities.
  • Assists in the development and implementation of code enforcement programs, policies, procedures, and public outreach initiatives.
  • Conducts program analysis and prepares reports, correspondence, presentations, and recommendations regarding enforcement activities.
  • Assists with contract monitoring and program performance tracking.
  • Maintains records and prepares statistical, operational, and compliance reports.
  • Provides input and refers cases to the Community Preservation Manager to be pursued by the City Attorney's Office.

Minimum Qualifications:

Education and Experience:

  • Bachelor's degree in Criminology, Criminal Justice, Public Administration, Urban Planning, Construction Technology, or related field.
  • Minimum of three (3) years of experience in code enforcement, zoning enforcement, building inspection, public nuisance abatement, municipal compliance, regulatory enforcement, law enforcement support, or a related field.
  • One (1) year of lead or supervisory experience.
