SummaryTo develop and administer major engineering programs related to the various permitting functions of the district.
Experience CountsEach additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.
Minimum Qualifications- Master's degree in engineering from an accredited institution and four years of post‑baccalaureate experience in engineering.
- Bachelor's degree in engineering from an accredited institution and six years of post‑baccalaureate experience in engineering.
- Associate's degree in engineering or engineering technology, six years of experience equivalent to a Civil Engineer I (or higher), plus two additional years in a comparable Engineering Technician role.
- Professional Engineer (PE) license in Civil, Civil Highway, Geo‑Technical, or Structural Engineering.
- Valid driver's license or reliable transportation.
- Motor Vehicle Record (MVR) meets the minimum standards of the hiring agency.
- Telephone available.
- Willingness and ability to be available for 24‑hour call.
Residence within the district.
After‑Hire RequirementsEmployer shall be a Licensed Professional Engineer in the State of New Hampshire within one year of employment.
Responsibilities- Coordinate the permit application review process with Department bureaus, federal and state agencies, municipal authorities, developers, consultants, property owners, and utilities to ensure efficient permit issuance.
- Review, comment on, and direct changes to complex consultant‑designed projects, studies, reports, and plans to ensure compliance with Department standards, access management principles, and maintenance requirements.
- Inspect and monitor complex projects, coordinate major construction phases, and direct field changes to protect the traveling public and the integrity of the State highway system.
- Direct, train, and supervise an engineering staff in evaluating plans and specifications, applying engineering principles and sound access management techniques, and inspecting highway construction to ensure compliance with Department standards and access permits.
- Develop, review, explain, and defend current and long‑range Department objectives relative to the permit process to promote good public relations and the Department’s goals.
- Conduct research and analysis regarding the State highway system to respond to public and governmental inquiries; maintain the drainage inventory and ensure MS4 compliance.
- Supervise record‑keeping of all permits, records, plans, deeds, easements, and other public documents for all highways and/or projects within the district.
- Perform work in full conformance with all risk management, safety, and environmental standards, regulations, and administrative orders.
