The City of Lancaster is seeking qualified candidates for the position of Operator for the Water Department. This is very responsible, technical work tending, operating and maintaining water plant equipment that controls, purifies and clarifies water for human consumption and industrial use. This position is responsible for the efficient operation of the City of Lancaster Water Department Treatment Plant performing a wide range of procedures.

This position is often performed alone on all shifts and provides 24-hour coverage every day of the year. This position performs general maintenance duties as required.

NOTE: All operational personnel perform the same duties and have the same responsibilities. Classifications and corresponding pay are determined by an individual's level of Water Supply Certification by Ohio EPA.

ESSENTIAL FUNCTIONS (Any one position may not include all duties listed, nor do theexamples cover all of the duties that may be performed.)

Ability to perform and conform to all rules, policies, and guidance set forth by the Ohio Administrative Code / Ohio EPA, along with AWWA and Ten State Standards.

Operate and control electric motors, pumps, and valves to regulate flow into the treatment plant, through the facility for treatment, and into the distribution system and reservoirs for residential or industrial usage based on water consumption demand.

Determine chemical feed rates and adjust chemical dosages for treatment and disinfection based on City of Lancaster guidelines and/or rules and regulations set forth by regulatory agencies.

Ensure that plant operations are in compliance with operating procedures and that treated water is safe and acceptable entering the distribution system.

Perform assigned treatment plant rounds; inspect, monitor, troubleshoot, performance test, and document plant processes by reading gauges, dials, graphs, inline analyzers, computer screens, meters, SCADA systems and other instruments.

Check, install, maintain, repair, modify, troubleshoot, calibrate, and service plant operations machinery and equipment including, but not limited to pumps, valves, motors, meters, tanks, reservoirs, feeders, and inline analyzers.

Perform general plant facility maintenance such as cleaning, painting, and repairing; including facility grounds maintenance as required.

Collect, document, and/or perform a variety of water quality analysis required by the City of Lancaster, Ohio EPA, or US EPA for regulation compliance.

Maintain treatment records in accordance with the City of Lancaster, State and Federal regulations.

Reads data from all meters / instruments and records on the daily logs and database, prepares operations and report sheets from which monthly reports are made to City Council, regulatory agencies, and to the public.

Create, maintain, and implement water treatment plant procedures under direction of supervisor.

Plans, schedules, collects, enters and files on and off-premises sampling for yearly OEPA monitoring schedule, source water protection, and special samples including but not limited to VOC, SOC, Lead and Copper, Bacteriological and UCMR requirements.

Perform and complete work orders as directed by supervisor.

Responsible to self-initiate activities consistent with the City of Lancaster and Department of Water goals and objectives.

Must possess complete knowledge of all plant equipment and machines, including laboratory equipment used in the performance of the required analysis.

Ability to develop and maintain effective working relations with fellow employees, supervisors, private industry, and the general public, including responding to customer complaints.

Assists in the purchase and maintains inventory requirements for treatment chemicals and laboratory chemicals.

MINIMUM REQUIREMENTS

Thorough knowledge of all water treatment practices and the ability to utilize this knowledge to make necessary adjustments in the operating procedures.

Mathematical development includes ratios, proportions, percentages, and variables. Calculations of surface, volumes, weights, measures, circumferences, area, etc.

Nine months prior Water Utility Operation work experience preferred.

Able to obtain and maintain laboratory certification by the Ohio EPA and the level of certification decided upon by management as required to perform job duties as a condition of employment for this classification.

Operator Class I - Must have Class I Operator, Water Supply Certification issued by the Ohio EPA.

Operator Class II - Must have Class II Operator, Water Supply Certification as issued by the Ohio EPA.

Operator Class III - Must have Class III Operator, Water Supply Certification as issued by the Ohio EPA.

Valid Ohio Driver's License. Must be able to come under the City's Liability Policy to operate City equipment and vehicles.

High School Diploma or equivalent.

Must be able to successfully complete a pre-employment physical examination, drug test, criminal background check and driver license check.
