THE POSITION
The Pennsylvania Liquor Control Board (PLCB) has an exciting opportunity for a Procurement Specialist 2 in the Bureau of Accounting and Purchasing, Purchasing and Contract Administration Division. With our team, you will influence major purchasing efforts that keep multiple program areas across the agency running smoothly. Success relies on your knowledge of contract administration and the procurement of goods and services, familiarity with standard office and specialized procurement software, and ability to prioritize work assignments to ensure deadlines are met.

This position will be responsible for performing a variety of complex purchasing activities for the PLCB. Work involves managing assigned projects from start to finish. Areas of specialization include procurement of services within a competitive sealed-bid environment having an agency-wide impact. As a Procurement Specialist 2, you will perform the following duties:
- Agency Guidance:
Advise PLCB program areas and provide training on purchasing processes, procedures, and rules in accordance with applicable laws, regulations, and directives - Issuing Officer:
Manage and participate in planning and drafting for Requests for Proposals (RFPs), Requests for Quotations (RFQs), Request for Applications (RFAs), and Requests for Information (RFIs) - Procurement Processes:
Analyze sourcing strategies, negotiate contract terms, and lead teams in the evaluation of vendor proposals - Legal Office
Collaboration:
Work with the PLCB Office of Chief Counsel to verify interpretation of laws and regulations, develop complex contracts involving extensive research and frequent changes, and resolve contract issues - Administrative Work:
Plan, schedule, and facilitate meetings; maintain and keep all solicitation and contract files current - Purchasing Support:
Create purchase orders, help program offices ensure timely invoicing and payment for services, and resolve discrepancies

Work Schedule and Additional Information:- Full-time employment
- Work hours are 7:30 AM to 4:00 PM, Monday – Friday, with a 60-minute lunch.
- Telework:
You may have the opportunity to work from home (telework) part-time, up to four days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.

- One year of experience as a Procurement Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- One year of professional experience performing contract management work; and a bachelor’s degree in business, supply chain, logistics, project, or operations management, or a related field; or
- An equivalent combination of experience and training.

- You must pass a background investigation. An applicant with a felony conviction within the last ten years of their prospective date of employment is not permitted to work for the PLCB, per section 210(c) of the Pennsylvania Liquor Code.
