Contract Administrator

This is administrative and supervisory contract management work at the departmental level. The employee in this class supervises and monitors, through subordinate professional, technical and clerical personnel, the development, coordination and monitoring of all contract activities for the Managing Director’s Office, Department of Aviation, Health Department, Department of Human Services, Department of Behavioral Health and Intellectual Disability, the Office of Supportive Housing and the Philadelphia Department of Prisons.

• Supervises and monitors subordinate personnel in the development, coordination and monitoring of all contract activities.
• Develops and implements departmental contract processing policies and procedures, and reviews contract requests and proposals.
• Serves as a liaison between departmental staff and provider and City agencies involved in the contract development and approval process.
• Directs departmental contract activities, coordinates the automated contract information system (ACIS) and establishes and maintains effective working relationships with City officials, departmental administrators and representatives of contracted agencies to secure cooperation in the development of procedures and resolution of contract problems.

• Bachelor’s degree program at an accredited college or university.
• Three years of administrative, program analysis or contract compliance experience, with at least two years at the full‑performance level.
• Two years of administrative contract management experience above the full‑performance level in a major operating division of a health or social service department or in the Airport, including developing, coordinating and monitoring a large volume of contract and related activities.
• Alternatively, any equivalent combination of education and experience that includes the specific experience.
