We are looking for an experienced Project Manager to support the delivery of Cambridgeshire County Council’s Change portfolio on a fixed term basis until March 2028. Reporting to a Programme Manager, you will play a key role in planning, managing and delivering projects that support the Council’s strategic ambitions and deliver meaningful outcomes for residents, services and partners.
This isan important role within the Change and Delivery Service, working collaboratively across services and the wider system to deliver complex projects from initiation through to successful handover and closure. You will use the Council’s project management methodologies,standard sand tools to manage plans, milestones, risks, issues, dependencies,budgets and reporting.
As Project Manager, you will work closely with stakeholders at all levels to shape project scope, coordinate resources, support effective governance andmaintainmomentum across delivery. You will provide clear information to programme governance,identify and escalate delivery risks, and act as a trusted source of project managementexpertisefor colleagues and partners.

What will you be doing?- Lead the day-to-day management of large-scale and/or complex projects, including plans, milestones, progress,quality and delivery controls.
- Identify,manage and escalate project risks, issues,dependencies and constraints, ensuring the right level of oversight is maintained.
- Establish and lead project teams,providing project management advice,guidance and challenge to support successful delivery.
- Produce clear and timely reporting for programme governance, including analysis of progress, delivery confidence,expenditure and emerging pressures.
- Use project portfolio and planning tools to manage project delivery, monitor activity and support effective decision making.
- Work with services, partners and corporate support functions including Finance, IT, HR, Legal, Procurement, Communications,and Learning and Development to scope work and agree resource requirements.
- Develop and maintain communicationsplansthat support engagement with stakeholders, partners,suppliers and users throughout the project lifecycle.
- Ensure projects meet user and service needs by actively seeking input from stakeholders and supporting effective business change.
- Support project closure, including documentation, lessons learned and successful handover into business as usual.
You will be an experienced project manager with a strong understanding of project and change management methodologies, tools and techniques, and the ability to apply these in a complex organisational environment. You will bring proven experience of managing projects from initiation through to delivery, coordinating resources, risk management, budget monitoring and delivering sustainable service improvements.
