Under occasional supervision, performs a variety of routine to advanced accounting duties in the maintenance of accounting and fiscal records. Supervises and participates in daily planning, accounting, auditing, accounts receivable, utility billing, information technology, fixed assets and purchasing functions, and assists in the development of effective procedures and procedural improvements of the financial system.
- Instructs, assigns, and reviews the work of the Accounting Specialist; supervises compilation and proper coding of all accounts payable invoices and purchase orders.
- Prepares daily and monthly journal entries necessary for preparation of various financial reports; posts accounts receivable, accounts payable, and other applicable General Fund, Gross Revenue Fund and Solid Waste Fund entries to proper journals and to general ledger.
- Instructs, assigns, and reviews the work of the Payroll / IT Specialist; posts payroll transfers to proper payroll accounts; calculates and reviews for accuracy employee payroll deductions such as federal and state tax with holdings, retirement contributions, savings, child support, deferred compensation, etc.; reviews for accuracy employer required payroll contributions such as FICA, retirement, etc.
- Supervises the utility billing department operations making sure that monthly deadlines and collection of utility revenue are accomplished; works closely with the utility billing manager on utility billing operations and compliance with established policies and procedures.
- Maintains accurate daily cash flow funds in all accounts; reconciles bank statements and savings accounts and notifies Finance Director of daily cash flow status.
- Works closely with financial auditors, making necessary journal entries and adjustments; establishes computer records for new budgets at the beginning of each fiscal year; compiles and reviews city financial records with auditors.
- Prepares and processes several different reports on a monthly and quarterly basis including the Cash Management report, Finance report, payroll reports, etc.; calculates
- and processes several tax payments and/or deposits as required by federal and state regulations.
- Maintains the City’s debt service reserve funds to ensure proper funding amounts and compliance with the bond covenants.
- Maintains the City’s chart of accounts and works with the Payroll / IT Specialist to maintain and update the City’s financial operating system; maintains proper recordkeeping, archiving and safeguarding of financial reports and records.
Bachelor’s degree in accounting, Business, or related field supplemented by five (5) years of responsible experience in accounting, or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities. Certification in governmental accounting preferred.
