Emergency Communication and Management Chief is responsible for planning and coordinating equipment utilization; overseeing the division’s budget; playing a mission‑critical role in supporting the overall strategy and operational deployments of emergency resources both in day‑to‑day operations and during natural and man‑made disasters. The Emergency Communication and Management Chief coordinates the Emergency Management Plan for the City of Lancaster in cooperation with the Regional Emergency Management Operations Coordinator and provides management support for the city’s Emergency Communications Department through the Dispatch Manager.
Responsibilities- Interpret and apply department standards, policies, and procedures, along with pertinent federal, state, and local laws, codes, and regulations.
- Work with vendors, contractors, and consultants regarding the maintenance and repair of equipment.
- Oversee budget preparation and administration for the Emergency Management and Dispatch division, inter‑agency grants, and requisition of supplies and materials.
- Work cooperatively with department members, other city departments, government officials, and community members; resolve problems; investigate and respond to citizen complaints and inquiries; conduct highly complex or sensitive investigations; and respond to inquiries from city representatives and the general public.
- Develop and improve standards, policies, and procedures, and monitor compliance.
- Present information before public safety or City Council committee meetings upon request.
- During non‑disaster periods, coordinate with regional partners to ensure training, annex reviews, resource inventories, and contacts are up‑to‑date and available to city staff.
- During disaster or emergency state, serve as the primary coordinator for the emergency management plan and the city’s emergency manager.
- Supervise assigned employees; prioritize and assign work; conduct performance evaluations to ensure staff are sufficiently trained; make hiring, termination, and disciplinary recommendations.
- Facilitate employee relations, mediate conflicts, advise on grievances, prepare management responses, participate in performance management and internal investigations.
- Assess daily activities of direct reports; review dispatch audio recordings; evaluate statistical reports; counsel and mentor assigned employees.
- Contribute to the development of the annual budget.
- Participate in the development and review of policies, procedures, long‑ and short‑range plans, and strategy guidelines for reliable emergency communications.
- Be available to respond to critical issues during non‑business hours.
- Demonstrate a strong leadership presence that promotes the City of Lancaster mission, vision, and strategic plans.
- Maintain confidentiality of sensitive information in a discrete and professional manner.
- Punctual and regular attendance; able to work in a 24/7 environment (weekends, holidays, inclement weather) and any shift.
- Supervise and direct outreach to promote the City’s public education program, including development of materials for personal preparedness and safety for families, schools, businesses, and community.
- Interact with community groups to promote emergency preparedness, including demonstrations and presentations.
- Serve as program administrator for the Department of Homeland Security Grant Program: research, write, submit grant proposals; manage awarded projects; complete required reporting per state and federal guidance.
- Facilitate and coordinate exercises involving city departments, local, state, and federal partners and outside agencies to further emergency preparedness, response, and recovery.
- Develop readiness initiatives, including training delivery and coordination among city departments and community partners regarding Emergency Operations Center processes, National Incident Management System, and Incident Command System requirements.
