General DescriptionThis senior-level professional position conducts inspections of point source discharges and at sites covered by stormwater general permit authorizations. Drafts inspection reports with little or no oversight, collects water quality samples and conducts water quality analysis of certain parameters in the field. Responds to complaints as necessary, conversant in state and federal regulations and policies on compliance, enforcement, permitting requirements, effluent limits, and Wyoming water quality standards to ensure that permitted dischargers comply with these requirements.
Initiates enforcement actions as necessary and as dictated by division policy. Disseminates information to state and federal agencies, consultants, permit tees and the public concerning the state WYPDES program as necessary. May present information to the public about the WYPDES program and participate in public meetings and hearings.

Essential Functions- Conduct independent fieldwork and inspections in accordance with the yearly WYPDES inspection schedule and has defined decision‑making authority within bounds established by the Supervisor.
- Respond to inquiries and/or complaints from various sectors of the populace in a timely fashion and writes detailed inspection reports.
- Identify areas of non‑compliance and provide preliminary recommendations to senior staff when determining the level of action to be taken.
- Provide program information and interpretation to the public, the regulated community, other states, federal and local governments, and elected officials.
- Review technical documents, guidelines, and federal regulations to assist the Program Manager in developing WYPDES program policies.
- Preference will be given to applicants with strong writing skills to effectively communicate inspection and investigation results within reports delivered to permit tees and available to the public upon request.
- A bachelor’s degree in a relatable field of science or engineering, with experience conducting field work in a variety of weather conditions and varied terrain is preferable.
- Knowledge of surface water quality standards, state WYPDES permitting rules and regulations, and the Clean Water Act.
- Skill in interpersonal relations, public speaking, and written and oral communication.
- Skill in utilizing water quality field sampling equipment, GPS units, and computerized information management systems software such as databases, spreadsheets, the internet, and data tablets for collecting inspection information electronically utilizing an inspection program, nSpect, to generate inspection reports.
- Skill in decision‑making, interpersonal relationships in adversarial situations, conflict resolution, and consensus‑building.
- Ability to read and interpret topographic maps, specifically relative to surface water features.
- Ability to operate a four‑wheel‑drive vehicle in adverse weather and road conditions when traveling to conduct inspections or complaint investigations, collecting samples, or work related travel throughout the state.
- Ability to reason through complex problems exercising independent thinking often with only broad instructions using initiative.
- Ability to manage time effectively and establish priorities in the work schedule.
Education: Bachelor’s (typically in The Sciences)
Experience: 0–3 years of progressive work experience with acquired knowledge at the level of a Natural Resources Specialist
