Senior-Level Position for the Department of Environmental Quality, Abandoned Mine Land Division
This is a senior-level position for the Department of Environmental Quality, Abandoned Mine Land Division. This position is responsible for supervising all clearance processes of the Abandoned Mine Land Division prior to the execution of field reclamation and construction activities. This will require a comprehensive understanding of the division's required duties; the guiding statutes, regulations, and policies; and mining reclamation practices.
This position also acts as the single Point of Contact for site clearance requirements, responsible for obtaining Authorization to Procced (ATP) from the Office of Surface Mining Reclamation and Enforcement (OSM) for projects, and use of and reporting for the enhanced Abandoned Mine Land Inventory System (e-AMLIS).

Essential Functions:
- Mentor, train, and aid Abandoned Mine Land Division staff to ensure that division and program goals are being met.
- Coordinates with the Projects Supervisor on project workload assignments and clearance needs.
- Oversee and supervise the inventory work and the Statewide Contracts Coordinator.
- Coordinates between Projects Supervisor, Program Manager, and Administrator on Program Principle Workload.
- Participates in handling issue escalation and conflict resolution with assigned staff.
- Manages Abandoned Mine Land Division 5-Year Project Plan and the clearance work needed to accomplish overall division goals.
- Manages and oversees all communications with our federal partners: OSM, Bureau of Land Management (BLM), U.S. Department of Agriculture Forest Service (USFS), Bureau of Reclamation (BOR), U.S. Army Corps of Engineers (USACE), Department of Energy (DOE), etc.
- Maintain compliance with Surface Mining Control and Reclamation Act of 1977 (SMCRA) and OSM requirements.
- Oversees all ATP work for OSM.
- Manages and updates the eAMLIS database, AML Statewide Inventory Database, and development of new inventory efforts.
Preference will be given to candidates with a science education and with knowledge and experience in exploration, development, mining, and reclamation activities, as well as those who have familiarity with Abandoned Mine Land Division statutes, regulations, and policies.
Knowledge:
- Knowledge of Federal and State statutes, rules, and policies, particularly as they relate to the Abandoned Mine Land Division.
- Knowledge of and experience in mining, exploration, and reclamation practices and procedures.
- Working knowledge of Statewide contracting, National Environmental Policy Act (NEPA) requirements, SMCRA, OSM's requirements.
- Knowledge and ability to liaison between various agencies for reporting and the development of working agreements.
- Strong interpersonal skills and ability to develop and maintain partnerships.
- Strong written, verbal, and electronic communication skills with proficiency in explaining complex technical and/or regulatory issues and concerns to varied audiences.
- Knowledge in the application of scientific principles to effectively analyze complex problems and situations that potentially threaten public health and safety, environmental degradation, and loss of land use due to mining or exploration-related activities.
