Federal Alternative Delivery Director

In this role, you will lead Federal design‑build and alternative delivery programs, overseeing cross‑disciplinary teams and ensuring program success across the seven Federal market sectors.

Responsibilities
  • Plan, direct, and monitor all aspects of program execution, including capital planning, change management, commissioning, construction management, cost control, environmental compliance, and program governance.
  • Act as the primary point of contact for design‑build positioning and relationship‑building with design‑builders, working with HDR leadership across all seven federal sectors.
  • Lead multidisciplinary programs with high technical complexity and non‑technical intricacies.
  • Advise project delivery teams and clients on technical, regulatory, financial, and political facets of programs, leveraging lessons learned and industry best practices.
  • Collaborate with Alternative Delivery Directors from all business groups to pursue and execute Federal design‑build across all sectors.
  • Provide guidance to pursuit and execution teams to expand HDR’s federal design‑build portfolio.
  • Identify and mitigate potential issues and risks, providing strategic advice and thought leadership while deploying necessary resources.
  • Develop and implement program management plans, quality plans, and business processes to drive efficiencies, accountability, and transparency.
  • Direct services provided by multiple program teams or a single large program team, ensuring contract compliance and QA/QC standards.
  • Monitor financial performance against pre‑established metrics, adjusting as necessary to meet earnings and profitability targets and control losses.
  • Contribute to the growth of HDR’s Federal Design Build Program by building long‑term advisory relationships with clients, seeking expansion opportunities, supporting new contract pursuits, mentoring staff, and supporting practice‑wide initiatives.
  • Perform other duties as required.
Preferred Qualifications
  • At least one of the following licenses/certifications:
    • Professional engineering or architecture license recognized by the licensing board for the location of the position.
    • PMI Project Management Professional (PMP).
    • PMI Program Management Professional (PgMP).
    • CMAA Certified Construction Manager (CCM).
  • Master’s degree in Engineering, Construction Management, Sciences, Planning, Business Administration, Architecture, or a closely related field.
  • Management experience with alternative and collaborative delivery methods (design‑build, progressive design‑build, CMAR).
  • Familiarity with program tools such as PMIS, CMIS, scheduling, cost control, document management, risk management, asset management, and dashboard analytics.
  • Experience working in a Program Management Office (PMO) comprising consultant and client staff.
  • Strong leadership skills and experience building cohesive team culture across multiple locations.
  • Excellent communication skills, comfortable presenting to client executives and large audiences.
  • Experience as a Program Manager with equivalent responsibilities on programs valued at $500 million or more.
  • Experience leading the consultant or owner program management team for at least one infrastructure program with a capital value of $500 million.
  • Experience as a Project Manager on alternative delivery projects.
  • Knowledgeable of other alternative delivery/contract models (Integrated Project Delivery, Early Contractor Involvement, IDAC, EPC).
  • Willingness to travel regularly.
Required Qualifications
  • Bachelor’s degree in Architecture or Engineering.
  • Active Registered Architecture or Professional Engineering license (PE or P.Eng) recognized by the licensing board for the location of the position.
  • Minimum of 10 years’ experience in Alternative Delivery.
  • Excellent communication, leadership, and organizational skills.
