Natural Resources Analyst

General Description:

Natural Resources Analyst provides technical analysis of permit applications for purposes of initial permit development, modification, or renewal; review documents for details, accuracy, and completeness; and coordinate with other Section staff with fulfilling permitting compliance monitoring, inspection and enforcement responsibilities related to the Underground Injection Control Program and Groundwater Pollution Control Program. This position does not supervise any subordinate positions. Essential Functions:

  • Field Inspections & Compliance Support:
    Assist with and conduct on-site facility inspections, audits, and field investigations to monitor environmental compliance, document field conditions, and help resolve groundwater complaints or violations.
  • Regulatory & Permit Review:
    Review permit applications, technical proposals, and environmental plans under guidance to verify alignment with applicable groundwater quality rules, regulations, and standards.
  • Data Collection & Technical Analysis:
    Gather, organize, and evaluate chemical, geological, and hydrogeological data; verify the accuracy of sampling methods and calculations in technical reports.
  • Technical Writing & Reporting:
    Draft clear compliance reports, meeting notes, routine correspondence, and technical summaries based on field findings and data reviews.
  • Regulatory Guidance & Public Service:
    Provide basic technical assistance to industry representatives and the public regarding permit application steps and regulatory compliance requirements.
  • Field Coordination & Team Support:
    Coordinate site logistics and work closely alongside geologists, senior staff, and external partners to complete specialized field assignments and sampling events.
  • Records Management & Organization:
    Maintain organized, audit-ready physical and digital project files while managing daily schedules and task priorities effectively.
Qualifications

Knowledge:

  • Environmental & Regulatory Knowledge:
    Solid understanding of core environmental principles, theories, and practices, with a working familiarity with local, state, and federal regulatory frameworks.
  • Technical Writing & Data Review:
    Proven ability to draft, review, and edit technical documents, reports, and correspondence with high attention to detail, accuracy, and completeness.
  • Communication & Stakeholder Engagement:
    Strong verbal, written, and electronic communication skills, with a professional approach to interacting with team members, regulated entities, and the public.
  • Data & Information Management:
    Skilled in researching public records, tracking complex regulatory data, and maintaining organized, audit-ready physical and digital files.
  • Technical Assistance:
    Capability to interpret routine policies and procedures to answer technical inquiries and provide clear data to colleagues and external stakeholders.
  • Time & Task Prioritization:
    Demonstrated ability to manage multiple priorities, meet tight deadlines, and support team scheduling and workflow logistics efficiently.
  • Software & Technical Proficiency:
    Proficient in standard office software (Word, Excel, PowerPoint) for data entry, spreadsheet management, and presentation drafting.
  • Teamwork & Adaptability:
    Collaborative team player comfortable taking direction from senior staff, supporting multidisciplinary projects, and adapting to changing project priorities.
