The Opportunity
The Technical Leader, Enforcement leads the planning ,development, implementation and evaluation of operational practices that support effective investigation, audit and enforcement activities, in alignment with the organizational and enforcement strategy. Provides day-to-day supervision, technical direction, and coaching to the enforcement team, with a focus on case management and strategic initiatives. Provides key advisory support to Provincial Safety Manager, Enforcement.

As the Technical Leader, Enforcement, you will:
Provide strategic technical program management and decision support to the Provincial Manager, Enforcement, by:
Drafts and supports the creation of individual cases and templates for Public Safety Advisories, Information Bulletins, Directives, Compliance Orders, Monetary Penalty, , Safety Orders, Discipline Orders and/or other relevant enforcement instruments;Leads the development and implementation of internal enforcement policies, business processes/operating procedures that align with Provincial and National standards and best practices for public agencies/regulators;Identifies opportunities for regulatory amendments based on enforcement and investigation findings to maintain accuracy and relevance of regulations and/or business policies in partnership with Standards and Technical Leadership and Policy teams;Reviews ;Conducts confidential high profile and escalated investigations and interviews to formulate statutory decision recommendations for Safety Manager Review, Enforcement Actions and management of Appeals;Supports various corporate projects by providing ongoing technical advice to Technical Safety BC’s statutory decisions, standard operating procedures, and best practices to ensure consistency and supportability.Collaborates with Provincial Safety Manager, Enforcement to make recommendations and prepares business cases by assessing scope, objective and budget;Provides subject matter expertise to support research and analysis activities by looking at safety behaviour or broader compliance issues within specific segments, regions or industries;Contributes to the ongoing development, refinement and application of safety behaviour health metrics and case-level risk prioritization and decision tools.Collaborates with other regulatory agencies and jurisdictions to identify opportunities for consistency and sharing of knowledge to advance programs;Managing directly reporting employees, involving recruitment and selection; coaching and development; performance management; and all related people practices in accordance with policies and the collective agreement(s);Provides technical guidance and coaching to Lead Investigating Officers and Enforcement Investigation Specialists in evidence collection and assessment, investigation method options, duty holder relations, reporting and enforcement decision-making and quality of reports / documents;Presents to the Board of Directors and Executive as requiredKnowledge, Skills & Experience you have:
Degree in legal, social services, corrections, psychology, or related field.5 years’ related work experience:Planning, leading and conducting complex investigations in a legal or regulatory environmentExercising statutory decision-making powersProviding technical guidance and direction3 years’ (preferred) experience in leading, coaching and supervising others, including people and change management .Certified Lead Auditor with demonstrated experience conducting audits in accordance with ISO 19011 guidelines is preferred. Alternatively, candidates with 3 years of regulatory audit experience may be considered, provided they complete an approved Management Systems Lead Auditor course within six (6) months of hire.In-depth understanding of the Safety Standard Act, administrative law practices, and associated regulations regulated by Technical Safety BC.Experience…
