Financial Analyst
Introduction
Contractual Fund Analyst position with limited State of Maryland benefits. This role requires strong accounting skills, analytical ability, and experience managing complex financial asset and debt portfolios.

Salary$44.00–$47.50 per hour, with potential advancement up to $68.52 per hour based on qualifications, experience, and hiring guidelines.

Position DutiesManage a $187 million portfolio of venture capital, loan participation, loan guarantee, collateral support, and capital access programs under the Small Business Credit Initiative. Coordinate data from multiple department units and apply accounting, GAAS, Sarbanes‑Oxley, capital market, mortgage product, underwriting, asset management, grant/loan agreements, and regulatory compliance expertise to support reporting and debt management.
Minimum Qualifications- Education:
Bachelor’s degree in Finance, Business Administration, Economics, Accounting, or a related field from an accredited college or university. - Experience:
Four years of professional financial analysis experience, including managing financial asset and debt portfolios, analyzing accounting, budget, grant, or real estate investment records, and applying generally accepted accounting principles.
Preferred Qualifications
- Experience managing federally funded loan programs.
- Experience managing federally funded housing voucher programs.
- Experience in the mortgage banking industry.
Motor vehicle operator’s license valid in the State of Maryland if duties require vehicle operation.
Benefits- Subsidized health and prescription benefits for employees working 30 or more hours per week (or an average of 130 hours per month) with the State of Maryland covering 75% of premiums; employees pay 25%.
- Optional dental coverage and accidental death and dismemberment insurance at full employee cost.
- Leave accrual: one hour for every 30 hours worked, up to a maximum of 40 hours per calendar year, for employees who have worked 120 days in a 12‑month period.
