Introduction
This is a contractual position with limited State of Maryland benefits. The Maryland Department of Housing & Community Development (DHCD) is a national leader in affordable housing and community development. We seek a strong manager with an accounting background and analytical skills to manage staff, review monthly reconciliations, meet deadlines, conduct research, analyze data and propose solutions, lead as a team, challenge the status quo, and effectively communicate ideas and issues.
Gradeand Salary
Grade: 17. Salary range: $33.92 - $36.59 per hour, with potential for advancement up to $52.88 based on qualifications, equity, and hiring guidelines.
Location7800 Harkins Rd, Lanham, MD 20706. DHCD offers a flexible work schedule, telework and job‑sharing options, training, advancement opportunities, casual business dress on Fridays, and a competitive salary.
Position DutiesFund Financial Analyst Trainee position within the Division of Finance and Administration.
Responsibilities include:
- Perform financial accounting functions and financial analysis within DFA.
- Manage the sub‑ledger, detailing accounting, reconciliation, and reporting of grants and loans financed with state, federal, and special funds.
- Ensuring accurate and timely draws and disbursements of assets.
- Coordinate with program and governmental agencies, reconcile MOUs, BB4s, POS, and other legal and regulatory documents.
- Review monthly reconciliations and ensure deadlines are met.
- Provide analysis and proposals for process improvements.
- Bachelor’s degree in Finance, Business Administration, Economics, Accounting, or a related field from an accredited college or university.
- Optionally, a Certified Public Accountant (CPA) certification or eligibility to sit for the CPA Examination may substitute for the educational requirement.
- One year of professional financial analysis experience (e.g., managing financial asset and debt portfolios, analyzing accounting, budget, grant, or real estate investment records) may substitute for the required education.
- U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes may substitute for the required education.
- No minimum experience is required.
Preferred Qualifications
- Experience with accounts payable processing.
- Experience with accounting information systems.
Employees may be required to operate a motor vehicle and must possess a valid Maryland driver's license if assigned such duties.
