Description & Requirements

Elder Research Inc., a wholly owned subsidiary of MANTECH international Corporation seeks a motivated, career and customer-oriented Program Manager to join our team in Lanham, MD
. This is a hybrid position with 1-2 days onsite and 3-4 days remote.

Responsibilities include but are not limited to:
  • The Insider Threat Program Manager leads the day-to-day operations and strategic direction of the Insider Threat Program.
  • Responsibilities include managing a multidisciplinary team, ensuring all insider threat detection, investigation, and response activities are executed effectively and in alignment with agency policies.
  • Oversee hiring and onboarding of staff with appropriate security clearances and skills, manage stakeholder engagement and ensure timely delivery of reports, metrics, and deliverables.
  • Develop and maintain program plans, risk registers, and governance documentation, and serve as the primary point of contact.
Minimum Qualifications:
  • Bachelor’s degree in business administration, Project Management, Information Systems or related field with equivalent demonstrated experience.
  • 10+ years of relevant experience.
  • Experience in program management, project management, personnel with demonstrated success managing an analytics team that required integration and collaboration across a large, complex organization of similar scope to the IRS. Specialized program management and integration experience shall also include expertise in such areas as advanced User Behavior Analytics techniques.
  • Success in implementing and supporting this capability within the Financial Services Industry or US Intelligence Community.
  • Success in implementing User Behavior Analytics governance processes; specifically, the discipline to organize reporting, analytics and manipulate data to support analytical models and filters.
  • Ability to articulate as well as support a visionary approach that will position the IRS to successfully deter, detect, and mitigate near and long-term cyber threats from a User Behavior Analytics perspective.
  • Ability in working cohesively and productively with various levels of management to include technicians that reflects a mature understanding of operations and organizational dynamics.
  • Ability to assist with Research and develop methods for applications in diverse domains such as cyber security, fraud analytics, service development, marketing research, public policy, optimization and risk management. Research new algorithms and methods for optimizing service quality, business growth and new ways for modeling end-user behavior through quantitative analysis.
  • Ability to assist with client engagements focused on Big Data and Advanced Business Analytics, in diverse domains such as cyber security, fraud analytics, service development, public policy, optimization, risk management;
    Communicate results and educate others through reports and presentations.
Preferred Qualifications:
  • Master’s degree in business administration, Project Management, Information Systems or related field with equivalent demonstrated experience.
  • PMP certification.
  • CERT InT PgM (CERT Insider Threat Program Management) or CISSP certification.
Clearance Requirements:
  • Active IRS Public Trust w/ Background Investigation.
Physical Requirements:
  • The person in this position must be able to remain in a stationary position 50% of the time. Occasionally move about inside the office to access file cabinets, office machinery, or to communicate with co-workers, management, and customers, via email, phone, and or virtual communication, which may involve delivering presentations.
