STi is seeking a Senior Program Manager – Cybersecurity Fraud Analytics to support the IRS Cybersecurity Fraud Analytics and Monitoring (CFAM) program. This role will serve as the senior operational manager and primary Government-facing interface for a high-visibility cybersecurity fraud analytics mission focused on protecting IRS online applications, taxpayer data, and tax revenue. The ideal candidate has led complex Federal programs involving cybersecurity operations, fraud analytics, data analytics, incident coordination, IT modernization, digital identity, or sensitive-data mission support.

This role is especially suited for a senior program leader who can manage multidisciplinary technical teams, maintain disciplined contract execution, coordinate across Government stakeholders, and translate complex analytics activity into concise executive-level reporting. This position maps to the Fellow/Senior Manager key personnel labor category and requires the ability to lead day-to-day operations, strategic direction, staffing, onboarding, deliverables, metrics, risk management, governance documentation, and customer engagement.

PRIMARY DUTIES AND RESPONSIBILITIES

Responsibilities include:

• Serve as the senior operational manager and primary Government-facing program interface for IRS CFAM support services.

• Lead transition-in activities, orientation briefing preparation, staffing readiness, security onboarding tracking, access dependency management, and full-performance ramp-up.

• Manage program execution across predictive analytics, forensic analytics, fraud detection, incident coordination, platform advisory, data architecture, and stakeholder-support activities.

• Develop and maintain the integrated action register, staffing plan, schedule, risk register, issue log, communications rhythm, labor visibility, and personnel coordination process.

• Oversee preparation, quality control, and timely submission of required reports and deliverables, including monthly and quarterly status reports, executive summaries, white papers, briefings, impact statements, and ad hoc leadership responses.

• Coordinate across IRS Cybersecurity, business units, application owners, SADI/CSP stakeholders, incident coordination participants, and technical subject matter experts to maintain schedule, scope, and quality control.

• Manage workload fluctuations and overlapping priorities, including incident response needs, model enhancements, platform advisory work, reporting requests, and urgent executive-level tasking.

• Establish performance management routines aligned to quality control expectations, deliverable acceptance criteria, corrective action handling, and Government review/comment cycles.
