Role Overview :BDR Solutions LLC is seeking a Senior Business Analyst to serve as a Key Personnel position on an IRS MFRA Branch task order. This individual bridges the gap between IRS business stakeholders and the technical delivery team — translating complex tax processing business requirements into OneSDLC-compliant technical specifications, managing data analysis and reporting for MFRA Branch systems, and ensuring that legislative change requirements are fully understood and traceable before a single line of code is written.
The role spans both O&M (CLIN 0001) and Design/Development (CLIN 0002) work streams and requires strong requirements analysis skills, BI tool proficiency, and the ability to communicate complex technical concepts to non-technical senior IRS management.
- Gather, analyze, and document business and functional requirements for MFRA Branch O&M work requests and legislative change initiatives
- Design data models and BI solutions to support MFRA Branch reporting, data analysis, and stakeholder decision-making
- Develop and maintain requirements documentation in DOORS Next; trace requirements to design artifacts and test cases in IBM ETM and Jira
- Work with COBOL, ALC, and Java developers to ensure requirements are understood, technically feasible, and accurately reflected in design specifications
- Perform system and application assessments for MFRA Branch work requests (PWS 3.0)
- Analyze IRS work requests for filing season, legislative, and mid-year changes; produce impact analysis and scope definition
- Design and deliver BI reports and dashboards using Tableau, Power BI, and SQL for IRS program management and senior leadership
- Support preparation of OneSDLC/ELC artifacts including SDSR, DSR, iBSR, ICD, and TRR documentation
- Communicate complex technical requirements and system capabilities to non-technical IRS stakeholders and senior management
- Prepare and deliver briefings on MFRA project status, data trends, and technical issues to senior IRS officials
- Participate in CCB sessions — review change requests, assess business impact, and ensure requirements alignment
Support knowledge transfer to IRS staff on MFRA system capabilities, data structures, and business rules
Minimum Qualifications:
- 8+ years Business Analysis — requirements elicitation, analysis, documentation, and traceability in complex enterprise environments
- Business Intelligence — Tableau, Power BI, SQL (proficiency in report design, dashboard development, and data analysis)
- Data modeling — ER modeling, relational database design concepts, data dictionary maintenance
- Requirements management tools — DOORS Next, Jira, or equivalent requirements management platforms
- Federal IT development lifecycle — familiarity with ELC/OneSDLC or equivalent SDLC frameworks with formal documentation requirements
- Strong written and verbal communication — ability to document technical requirements precisely and brief senior government officials
- Agile/Scrum — user story writing, acceptance criteria, backlog grooming, sprint participation
- Experience on government IT programs — understanding of federal acquisition lifecycle, COR relationships, and CDRL deliverables
- Tableau, Power BI — BI reporting and dashboard development
- SQL — query development for data analysis and reporting
- IBM DOORS Next — requirements management
- Jira — issue and story tracking
- IBM ETM (Engineering Test Management) — test case management
- Microsoft Office Suite — Word, Excel, PowerPoint for artifact development and briefings
- Service Now — change request review and O&M ticket analysis
- Minimum Background Investigation (MBI) — ACTIVE
Qualifications:
- Direct IRS, Treasury, or Federal tax system experience — knowledge of BMF, IMF, or tax processing data structures is a significant differentiator
- IBM ELM Suite experience — full suite (DOORS Next, ETM, RQM)
- Knowledge of IRS Master File data structures (BMF entities, CFOL command codes) or equivalent large-scale tax/financial database experience
