Position Summary

The Borough is seeking a dedicated, analytical, and highly disciplined professional to join our Finance Department as a full-time Borough Accountant. This career‑track position is ideal for an individual looking to establish a long‑term career in local government finance. The successful candidate will manage complex financial operations spanning both general government funds and significant municipal enterprise funds (Electric and Wastewater systems) serving between 5,500 and 9,000 customers.

Key Responsibilities
  • Fund Accounting:
    Maintain and balance general government funds and large‑scale utility enterprise funds.
  • Data Analysis:
    Perform deep‑dive financial analysis, revenue forecasting, and expenditure tracking.
  • Utility Financial Support:
    Assist with billing reconciliations, rate analysis, and financial reporting for the electric and wastewater systems.
  • Spreadsheet Management:
    Build, maintain, and optimize complex financial models using advanced spreadsheets.
  • Audit Preparation:
    Assist in preparing annual financial statements and documentation for municipal auditors.
  • Compliance:
    Ensure all financial transactions adhere to the Pennsylvania Borough Code, GAAP, and GASB standards.
Required Qualifications
  • Education:

    Bachelor’s degree in accounting from an accredited four‑year college or university.
  • Experience:

    Minimum 2 years’ experience required, Municipal accounting experience preferred.
  • Project Accounting experience required.
  • Technical

    Skills:

    Advanced proficiency in Microsoft Excel (e.g., VLOOKUPs, Pivot Tables, financial modeling).
  • Analytical Mindset: A strong passion for data analysis, problem‑solving, and identifying financial trends.
  • Core Values:
