Position SummaryThe EPC Cost Estimator III is a senior-level estimating professional responsible for developing both conceptual and detailed early-stage cost estimates to support electric utility capital planning and long-term financial forecasting.
This role partners closely with Engineering, Planning, Project Management, and Construction teams to support electric infrastructure planning across high-voltage (HVD) and low-voltage (LVD) transmission and distribution systems, including substation projects. Projects range from small-scale pole replacements (~$10K) to large, multi-phase substation programs valued in the millions to billion-dollar range, with planning horizons extending up to 2035–2040.
The position plays a key role in the annual capital planning cycle and contributes to a high-volume estimating environment producing approximately 100–200 estimates annually within a small team structure.
Key Responsibilities- Develop conceptual and early-stage cost estimates using limited, evolving, or incomplete project scope information (not detailed bid-level estimates).
- Support long-term capital planning, financial forecasting, and strategic infrastructure investment planning (up to 2040 horizon).
- Collaborate closely with Engineering, Planning, Construction Project Managers, and field leadership teams (balanced 70/30 interaction between construction and planning stakeholders).
- Produce approximately 100–200 estimates annually across a range of project types and complexities.
- Support annual planning cycle activities (primarily January–March), including estimating for:
- Substation upgrades and expansions
- New transmission and distribution line construction
- Line rebuild and reinforcement projects
- Other electric system improvement initiatives
- Initially focus on HVD transmission line estimating, with gradual expansion into substation estimating based on experience and capability.
- Maintain and enhance estimating tools, templates, and cost databases to ensure consistency and accuracy.
- Utilize Excel and estimating software (Win Est preferred; openness to other tools as the platform evolves).
- Leverage SAP and Power BI/Power Apps (where applicable) for tracking, reporting, and analytics.
- Clearly communicate estimating assumptions, risks, and limitations associated with early-stage estimates.
- Participate actively in project and departmental meetings and cross-functional discussions.
- 5+ years of experience in cost estimating, EPC projects, or electric utility infrastructure roles.
- Strong understanding of EPC (Engineering, Procurement, and Construction) methodologies and cost drivers.
- Experience in electric utility environments, preferably transmission, distribution, or substation projects.
- Proven ability to develop estimates with incomplete or evolving scope definition.
- Strong proficiency in Microsoft Excel.
- Experience with estimating tools such as Win Est (or similar platforms).
- Strong analytical, organizational, and problem-solving skills.
- Excellent communication skills with ability to collaborate across multiple teams.
- Electrical background (education or field experience in power systems or utility engineering).
- Familiarity with utility capital planning cycles and long-range forecasting models.
- Exposure to SAP systems.
- Experience with Power BI and/or Power Apps for reporting or tracking estimates.
- Self-starter with strong ownership and accountability.
- Detail-oriented with strong analytical thinking ability.
- Comfortable balancing strategic (high-level) and technical estimating perspectives.
- Strong cross-functional collaborator across engineering, planning, and construction teams.
- Adaptable and willing to learn evolving tools, systems, and processes.
- Able to work effectively in a high-volume, fast-paced estimating environment.
