Job Summary

This is an administrative position in the Office of Capital Programs of the School District of Philadelphia leading project teams in the assigned area. Reviews plans and specifications submitted by contracted consulting architects and engineers for renovations of large building systems, replacement of major equipment and new construction. Works closely with the Contracts Division for estimating support on capital projects, the Office of Environmental Management Services to coordinate design and remediation work, and the Financial Services Division to review and process invoices.

Functions For All Specialties
  • Visits various schools and administrative facilities to document existing conditions and draft project scope of work prior to the start of a capital project.
  • Leads a project team comprised of staff from Capital Programs, school personnel, and Facilities to review design documentation submitted by contracted consultants and provide comments at each submission.
  • Provides on-call support for in house design, calculations, equipment replacement or accident investigation to the Office of Maintenance when necessary; manages requests for information with the consulting design firms when a project transitions from design to construction.
Additional Functions for the Architectural Specialty
  • Reviews architectural design documents, plans, specifications and other contract documents prepared by consulting architects and engineers for feasibility and adherence to School District standards; makes periodic inspections of project sites to review work in progress for conformance to plans and specifications.
  • Prepares applications for code variances and attends hearings; provides technical assistance to the School District’s legal counsel; prepares and schedules advertisements for bids.
  • Writes technical reports, procedural memos and technical evaluation papers; prepares drawings, sketches and specifications for architectural projects as needed; reviews and approves invoices; arranges for, and assists in, the preparation of cost estimates.
  • Coordinates design concepts with PSD’s professional engineers when applicable.
  • Coordinates the review of design concepts by the department, appropriate city agencies and contracted architects; meets with instructional personnel, administrators, and interested citizens groups to develop and explain design concepts.
  • Supervises the inspection of construction operations to insure compliance with all applicable codes and regulations; supervises the inspection and testing, either in laboratories, manufacturers’ plants, or on job sites, of materials or equipment to be incorporated into structures.
  • Conducts punch lists and ensures receipt and accuracy of As-Built.
Additional Functions for the Mechanical Specialty
  • Reviews mechanical design, plans, specifications and other contract documents prepared by consulting architects and engineers for feasibility and adherence to School District standards; makes periodic inspections of project sites to review work in progress for conformance to plans and specifications.
  • Conducts special studies and makes recommendations for changes in procedures when indicated; reviews and approves partial and final engineering estimates of work completed; coordinates the mechanical engineering aspects of projects; resolves design problems and interprets contract documents; reviews and prepares change orders.
