Power Sector Permitting Lead – Michigan
Environmental Consulting & Technology (ECT) is seeking a Power Sector Permitting Lead to support the continued growth of our power and energy practice throughout Michigan. This position will lead permitting and siting efforts for renewable energy, battery energy storage, electric utility, transmission, and other complex infrastructure projects.
The successful candidate will develop permitting and land use strategies, guide projects through local, state, and federal approval processes, and serve as a trusted advisor to clients navigating complex regulatory and stakeholder environments. Experience supporting Special Land Use approvals, renewable energy siting efforts, Michigan PA 233 state siting applications, public hearings, and agency coordination is highly desirable.
Working collaboratively with planners, scientists, engineers, developers, utilities, and regulatory agencies, this role will support project development from early planning through permitting and construction while providing project management, client strategy, and staff mentorship.
Ideal candidates should reside within Michigan or the broader Midwest region.
Responsibilities- Lead permitting and siting efforts for renewable energy, battery energy storage, utility, transmission, and infrastructure projects
- Develop and execute local, state, and federal permitting strategies
- Support Special Land Use, zoning, local entitlement, renewable energy siting, and Michigan PA 233 state siting applications
- Coordinate with regulatory agencies, local governments, planning commissions, elected officials, and project stakeholders
- Support public hearings, planning commission proceedings, stakeholder meetings, and other regulatory forums
- Prepare and oversee permit applications, technical reports, environmental studies, and supporting analyses
- Manage project scopes, schedules, budgets, staffing, and client relationships
- Support permitting efforts involving EGLE, MPSC, USACE, and other regulatory agencies
- Provide QA/QC review for technical reports, permit applications, and regulatory deliverables
- Support proposal development, business development activities, and client engagement
- Mentor staff and support the continued growth of ECT's power and energy practice
- Bachelor's degree in planning, environmental science, natural resources, biology, ecology, engineering, or a related field
- Approximately 10+ years of permitting, siting, land use, environmental compliance, or project development experience
- Minimum 5 years of project management experience leading complex projects and multidisciplinary teams
- Experience supporting renewable energy, battery energy storage, utility, transmission, or other large-scale infrastructure projects
- Experience with Special Land Use approvals, zoning, land use permitting, renewable energy siting, Michigan PA 233, and/or other state siting processes preferred
- Experience preparing permit applications, technical reports, and regulatory documents supporting local, state, and federal approvals, including EGLE Part 301, Part 303, Part 31, Special Land Use approvals, and/or Michigan Public Service Commission siting applications
- Experience coordinating with planning commissions, township boards, regulatory agencies, utilities, developers, and project stakeholders
- Experience supporting public hearings, contested permitting processes, expert testimony preparation, or other regulatory proceedings preferred
- Strong understanding of Michigan permitting and siting frameworks, including local land use processes and emerging state siting requirements
- Valid driver's license and ability to travel as needed
