Position: Outreach and Enrollment Specialist (Public Health AmeriCorps)

Term of Service: 10/19/2026 to 9/30/2027 (49 weeks)

Slot Type and Minimum Service

Hours:

Full Time; 1700 Hours; 36 hours per week on average

Living Allowance: $22,000, disbursed in equal bi-weekly increments across the service term

Educational Award: $7,350, awarded upon successful completion of hours at the end of service term.

Position Title: Outreach and Enrollment Specialist

Reports To: Lori Noyer, Executive Director, and Angie Smieska, Operations Manager

ABOUT THE HOST SITE

The Ingham Health Plan Corporation (IHPC) was established in 1998 and is a community based, not-for-profit organization that offers health care related programs to individuals and families in the community. The mission of the Ingham Health Plan Corporation is to act as a vehicle to provide access to organized systems of health care and improve the status of uninsured persons in Ingham County.

IMPACT

Under the direction and supervision of the Executive director, the Outreach and Enrollment Specialist (OES) will engage with 2300 uninsured Ingham County residents who are enrolled in the Ingham Health Plan, in a critical year where they are vulnerable to further loss of coverage. The OES will assist IHP members to complete their applications and enrollment to ensure access to healthcare services, and remove barriers to improve their overall heath.

The OES' role pays specific attention to IHP’s 50-60% Spanish-speaking enrollee base, who face additional barriers in access to care.

POSITION DETAILS
  • Provide bilingual (English and Spanish) assistance to IHP members in renewing coverage via one-on-one appointments;
    Support members with completing all steps of the application process.
  • Conduct outreach with IHP members with upcoming IHP renewal dates to schedule active renewal appointments. Inform members about documents and procedures necessary to completing their applications
  • Assess applicants’ demographic and income information for eligibility for other needs-based programs; refer to relevant options.
  • Assist eligible residents with applying for Medicaid
  • Conduct outreach in the community to maintain and improve individual health (tabling at health fairs, community events, etc.).
  • Collaborate with community partners and agencies to build awareness in the Ingham County about IHP’s services.
  • Identify and reduce cultural and socioeconomic barriers impacting healthcare access for IHP members and advocate for improved access to care.
  • Plan, implement, and monitor a social media strategy to increase public awareness and access to IHP services.
  • Field member inquiries by phone, email, or in-office visits about program benefits and eligibility.
  • Refer members to community partners to connect them to resources that address their social determinants of health (food, transportation, housing, etc.)
  • Provide Operations Manager with administrative support for the Ingham Health plan.
Minimum Knowledge and Skills
  • Proficiency in Spanish (verbal and written)
  • Some experience in social services or human services.
  • Some experience working in a community-based setting
  • Proficient in Microsoft Office Suite
  • Detail-oriented
  • Some familiarity with social media platforms (Facebook, Instagram, X)
Service Conditions:
  • Hybrid in-person/teleservice
  • IHP will provide laptop, work phone, and all other necessary equipment.
  • In-person environment: shared office space, with occasional shared space at partner agencies for off-site meetings.
  • Members are required to have reliable transportation
Service

Schedule:
  • 8 am to 5 pm schedule with a 1-hour lunch break. Mondays and Fridays are teleservice days, Tuesday
