SUMMARY:
Responsible for overseeing benefits and leave management, as well as various aspects of contractual compliance. Reports to the Human Resources Senior Manager. Assists in a wide range of Human Resources functions, including staffing, recruitment, policy administration, and personnel record management for all District employees. Provides support as requested in labor relations, contract negotiations, and the administration of the District’s labor and employment agreements, along with special projects as assigned.

Work is of a confidential nature and is reviewed through discussions and evaluation of results.

ESSENTIAL DUTIES AND RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO:
  • Assists in managing customer service, counseling, guidance, and training for employees, supervisors, and administrators regarding policies, employment law, and collective bargaining agreements.
  • Supports compliance with all applicable federal and state employment regulations.
  • Prepares required legal and regulatory reports for the District, as well as federal, state, and external agencies.
  • Ensures instructional staff members hold proper certification as required by law.
  • Maintains compliance with all required postings and notifications, including but not limited to labor law posters, OSHA injury form postings, and benefits-related disclosures.
  • Recommends updates or revisions to Human Resources policies and procedures as needed.
  • Assists the District during grievances, arbitration, and other employment-related hearings as requested.
  • Supports the coordination and facilitation of pre-termination hearings for employee dismissals.
  • Maintains and protects the confidentiality of all Human Resources information.
  • Assists in overseeing the organization and maintenance of personnel files for all staff members.
  • Provides support in responding to Freedom of Information Act (FOIA) requests.
  • Assists with corrective disciplinary actions, including conducting fact-findings and developing Individual Development Plans (IDPs).
  • Oversees the District’s tenure process and provides support for the mentoring process as needed.
  • Assists in facilitating the recruitment, selection, and hiring process for all positions.
  • Manages the full-cycle administration of unemployment claims.
  • Oversees the full-cycle administration of workers’ compensation claims.
  • Promotes and upholds equal employment opportunity principles throughout all HR functions.
Benefits & Leave Management (Include but are not limited to):
  • Oversee and lead all aspects of benefits management for District employees.
  • Direct and coordinate the annual open enrollment process.
  • Serve as the primary liaison with third-party administrators for MESSA.
  • Coordinate with third-party administrators for Health Savings Accounts (HSA), Flexible Spending Accounts (FSA), and Dependent Care Reimbursement Accounts (DCRA).
  • Ensure timely and accurate benefits enrollment for all new hires.
  • Oversee accurate and efficient data entry into the payroll system and related databases for benefits and leave management.
  • Manage all employee leaves, including but not limited to Short-Term Disability (STD), Long-Term Disability (LTD), Family and Medical Leave Act (FMLA), Workers’ Compensation, contractual union leaves, and other leaves required by state and federal law.
  • Ensure employees are properly informed of their rights and responsibilities regarding benefits and leave.
  • Oversee the preparation and distribution of all leave approval and denial notifications.
  • Administer the District’s sick bank programs.
  • Remain informed of contractual updates and changes related to benefits and leave provisions.
  • Ensure full compliance with all applicable laws, regulations, and contractual agreements governing benefits and leave management.
  • Monitor and safeguard against potential security or privacy risks, including HIPAA violations.
