Pay Rate: $70/hr on C2C / 1099 all inclusive (OR) $65/hr on W2
Interview Process:
In-person. Candidates must be available for an in-person interview.
Hybrid:
Resource will be working a hybrid schedule. NO REMOTE ONLY OPTION. Will need to be onsite from day 1, two days a week (Wednesdays are mandatory to be onsite. The other onsite day can be flexible).

Job DescriptionThis position serves as the senior IT Business Analyst for client mission‑critical applications. The role will lead activities related to Request for Proposals (RFP), estimating costs for projects, establishing action plans, completing impact analysis, and implementing test strategies. It serves as a liaison to vendors and an IT system owner representing the agency for impact and strategic planning. The analyst will engage with the client to establish and fulfill the agency’s strategic goals through exemplary delivery of IT services, inform and elevate issues and risks in a timely manner, and participate in client or statewide IT initiatives as necessary.

- Knowledge of business analysis methodologies and process modeling.
- Knowledge of IT project planning, development, and implementation with the ability to apply that knowledge to developing requirements and RFP narratives.
- Knowledge of the Software Development Lifecycle and related methodologies such as Agile, CMMI, or other industry standards.
- Knowledge of application development environments and related tools.
- Experience in estimation, planning, and forecasting of projects.
- Experience documenting and gathering business, functional, or technical requirements for software projects.
- Ability to effectively make oral and written reports and presentations.
- Advanced proficiency with all MS Office applications, MS Project, and Visio.
- Ability to draft requirements for RFPs for the procurement of IT solutions and services.
- Ability to perform project‑level analysis and produce documentation such as swim lanes, sequence diagrams, use cases, etc.
- Ability to work on complex business problems, analyzing and evaluating current business methods and procedures for improvements.
- Ability to direct and organize requirement capture activities; to establish project goals and objectives that support the DTMB and strategic plans.
- Ability to identify problems, evaluate alternatives, exercise sound judgment, and implement effective solutions; to develop and evaluate policies and procedures; and prepare reports.
- Ability to communicate effectively with vendors, customers, and enterprise technology management.
- Ability to build and maintain effective relationships with cross‑departmental and inter‑agency teams, including communication skills with technical and non‑technical groups.
- Ability to organize and develop test plans and test cases in collaboration with business subject‑matter experts.
- Bachelor’s degree desired in or related to computer science, data processing, computer information systems, data communication, networking, systems analysis, computer programming, information assurance, IT project management, or mathematics.
