Job Overview

Technology Consultant for the Michigan State Police. The role involves researching and assisting in database linking, extraction, and access to data across multiple state databases to support crime trending and investigation. The consultant will analyze needs, develop architecture recommendations, draft technical and business requirements, and serve as a liaison between technical and business stakeholders.

• Conduct needs analysis with State Police personnel and users to determine data access requirements.
• Perform enterprise architecture analysis and provide recommendations for tools that align with existing architecture.
• Document and coordinate research on user needs from business owners, field users, command staff, and external contributors.
• Catalog capabilities of commercial vendors and present at least three recommendation options with pros and cons.
• Write comprehensive business and technical specifications for the required tool(s).
• Draft and manage Request for Proposal (RFP) documentation as needed.
• Participate in the vendor selection process and serve as subject‑matter expert during development.
• Prepare monthly status reports and a yearly summary plan timeline.

• Monthly status reports submitted to the Project Office Manager and CJIC Director.
• Needs assessment results based on the stated activities.
• Recommendation options with detailed analysis.
• Comprehensive business and technical specifications.
• Request for Proposal(s) if required.
• Other deliverables agreed upon with MSP.

• Preferred Bachelor’s Degree in Computer Science, Information Systems, or related field.
• 7 to 10 years of IT work experience, including prior management or supervisory experience.
• Background in data sharing and integration of law enforcement information systems.
• Knowledge of criminal justice processes preferred.
• Must pass a fingerprint‑based criminal background check.
• Exceptional communication skills and ability to translate technical concepts for non‑technical stakeholders.

Work is performed at the Michigan State Police/Criminal Justice Information Center, Hollister Building, 106 W. Allegan, Lansing, Michigan.

Hours:

Monday‑Friday 8:00am – 5:00pm with a one‑hour lunch from 12:00noon to 1:00pm, not to exceed 40 hours per week. State holidays are unpaid. Travel, parking, and other expenses are not reimbursed.
