Senior Project Manager

We are seeking an experienced Senior Project Manager with strong leadership skills to oversee enterprise IT projects, drive cross-functional collaboration, manage budgets, and ensure timely delivery of complex initiatives.

This position is for a Senior Project Manager (PM3) supporting the Michigan Gaming Control Board (MGCB) under the DTMB Enterprise Portfolio Management Office (EPMO). The role involves managing multi-year, high-priority projects, coordinating with technical teams and agency executives, and ensuring successful delivery of legacy application modernization initiatives. Candidates must be comfortable in a fast-paced, multi-vendor environment supporting a hybrid workforce.

• Utilize the State of Michigan’s Project Portfolio Management Tool (Clarity) for project scheduling, resources, and budget management.
• Prepare presentations for executives, managers, and project teams.
• Monitor, control, and communicate project progress covering cost, schedule, scope, resources, quality, and risks.
• Provide leadership and foster collaboration between technical and business teams, gaining consensus and commitment.
• Develop and maintain key SUITE PMM deliverables:
  Project Charter, Project Schedule, Project Budget, Communication Plan, Status Reports, Risk/Issue Management, Change Requests, and Project Closedown Summary.
• Manage interfaces and communication with other agencies.
• Ensure project adherence to SUITE PMM and System Engineering Methodology (SEM).
• Facilitate and enforce Change Management processes; create Corrective Action Plans for projects in yellow/red status.
• Review vendor contracts, actively manage vendor deliverables, and ensure approvals are in place.
• Clarify stakeholder expectations and ensure deliverables are assigned, reviewed, and completed.

• 7+ years: IT Project Management experience, delivering projects on time and on budget.
• 7+ years:
  Establishing and maintaining project budgets, schedules, and risk/change logs.
• 7+ years:
  Developing and delivering project status reports.
• 5+ years:
  Using project portfolio management tools (e.g., Clarity) and MS Project.
• 5+ years:
  Managing multi-vendor environments and handling diverse stakeholders.
• 5+ years:
  Experience with COTS technology IT projects.

• Strong knowledge of SSL, TCP/IP networking
• Excellent communication and teamwork skills
• Proven ability to troubleshoot Java and infrastructure issues
• Strong organization, documentation, and time management
