Job Summary:

The Project Manager 3 role involves providing leadership, oversight, and accountability for large, strategic projects with high visibility at the executive level. This position requires managing complex projects with multiple stakeholders, vendor coordination, and integration with other systems, ensuring adherence to the State of Michigan's SUITE Project Management Methodology. The role demands strong communication, planning, and risk management skills to deliver projects successfully over durations typically spanning two years or more.

Responsibilities:
  • Engage directly with stakeholders and vendors, dedicating 15 20% of time to executive-level communication and project oversight.
  • Lead monthly sponsor meetings to provide updates on project health and alignment.
  • Establish and monitor project controls to track changes in cost, quality, and schedule.
  • Plan, staff, and report on project progress in line with SUITE methodology and agency prioritization processes.
  • Direct and coordinate daily project team activities, tasks, and deliverables per the project plan.
  • Perform additional functions to support departmental objectives within the Department of Technology, Management & Budget.
Required Skills &

Certifications:
  • 5+ years of experience working effectively in matrix team environments.
  • 5+ years resolving complex, high-priority conflicts and competing requirements.
  • 5+ years applying project management principles, methodologies, and best practices.
  • 5+ years experience with system development methodologies for new and enhanced information systems.
  • 5+ years communicating stakeholder needs clearly and effectively.
  • 5+ years analyzing data, identifying problems, and developing actionable solutions.
  • 5+ years building consensus, facilitating sessions, and negotiating outcomes across teams.
  • 5+ years managing stakeholder relationships and resolving issues positively.
  • Candidate must have valid Right to Represent and reside in the State of Michigan by submission time.
Preferred Skills &

Certifications:
  • Experience in government or public sector environments.
  • Experience in roles such as Project Manager, Program Manager, Project Coordinator, or similar leadership/support positions.
  • Professional Project Management certifications (e.g., PMP, CAPM, PfMP).
  • Strong written and verbal communication skills.
Special Considerations:
  • Candidate must acknowledge and confirm a hybrid work schedule.
  • Onsite presence required from day one, two days per week (Tuesday and Wednesday).
  • No remote-only option available.
  • Candidate must reside in Michigan at the time of submission.
Scheduling:
  • Hybrid work schedule with onsite attendance two days a week (Tuesday and Wednesday).
  • Full-time position, 40 hours per week.
  • Position duration: 1 year with possible extension.
