- Apply professional technical expertise to IT projects, including data warehousing, ETL/BI development, reporting, dashboards, and data analysis.
- Lead and direct development work, providing guidance to other team members.
- Collaborate with Business Analysts and Data Modelers to translate requirements into technical designs; facilitate modification of the logical design to meet reporting needs.
- Design applications with attention to data reconciliation, query/reporting performance, and business value.
- Partner with users to clarify requirements, define problems, and develop development plans.
- Consult with agency clients to explain IT processes and solutions, maintaining effective communication on project metrics and reporting.
- Draft and review technical database models, ensuring compliance with audit and data element requirements; approve updates to system documentation.
- Assess potential impacts of changes on existing IT solutions and communicate risks to stakeholders.
- Support IT project estimating and budgeting; provide input to procedures and change management for production systems.
- Participate in disaster recovery planning and implementation; ensure security requirements are incorporated into test plans.
- Review test plans and coordinate implementation of fixes in production systems.

- Required Skills
- Bachelor’s degree or equivalent in a technical field
- 6+ years in data warehousing BI applications including ETL/data mart development, reporting, dashboards, and information delivery systems
- Experience bridging ETL and BI tasks; knowledge of Snowflake and Databricks is advantageous
- 2+ years of experience in Child Welfare Services, Juvenile Justice, or related areas
- SQL Assistant/Teradata Studio experience; BI applications familiarity
- Additional Skills
- Experience with State of Michigan PMM/SUITE/Agile methodology
- End-user training experience
- Ability to work independently with minimal guidance
- Strong verbal and written communication with programmers, analysts, supervisors, and stakeholders
- Ability to gather requirements and define development plans with users
- Analytical skills to gather, correlate, and analyze facts, define problems, and propose solutions
- Experience collaborating with Data Modelers and developers to optimize physical designs for reporting needs
- Design applications with data reconciliation and performance considerations to maximize analytical value
- Present information to project boards and stakeholders with clarity
- Consult with agency clients to explain IT processes and solutions; maintain project-level communication
- Assist architects/DBAs in drafting technical data models that meet audit and design requirements; review documentation
- Assess impacts of proposed legislation or changes and communicate risks to management
- Provide IT project estimating and budgeting support to PMO managers and client agencies
- Lead and mentor development staff; identify opportunities for process or tool standardization
- Perform disaster recovery planning and implementation
- Support change management and security integration in test plans
- Review and approve test plans and ensure security requirements are incorporated
