Deputy Director, Juvenile Justice Center

Salary: $85,360.42 - $

Department: Juvenile Justice Center

FLSA Status: Exempt

Employment Relationship: Just cause subject to probationary period

Current Hours and Starting Time: Full-time (37.5 hours per week) position. Start time 8:00 a.m. Must be available outside of normal business hours on a 24/7 basis.

General Summary

Under the direction of the Juvenile Justice Center Director, administers policies and procedures regarding the oversight, care and custody of youth at the Juvenile Justice Center. Oversees various services and programs including detention, intake, transportation and operations. Available on a 24-hour-per-day, 7-day-per-week basis in a shared responsibility with the Director of Juvenile Justice to ensure continuous facility coverage, emergency response, and administrative readiness.

Essential Functions and Responsibilities
  • Administers policies and procedures regarding the oversight, care and custody of youth at the Juvenile Justice Center.
  • Oversees various services and programs, including but not limited to detention, intake, transport services, facilities and operations, staff orientation and training, security and food service.
  • Participates in labor relations functions, such as grievance processing and staff selection.
  • Evaluates and verifies staff performance through the review of completed work assignments and techniques.
  • Identifies staff development and training needs and coordinates orientation and training initiatives.
  • Monitors employee performance and manages investigations and disciplinary matters.
  • Oversees staff scheduling ensuring compliance with bargaining agreements.
  • Conducts the investigation of allegations of institutional abuse and coordinates the involvement of outside agencies.
  • Coordinates the annual licensing audit and communicates opportunities for improvement.
  • Assists in purchasing equipment, supplies and materials for the Juvenile Justice Center.
  • Assists the Director with all other duties as assigned.
  • Acts as the Director of the Juvenile Justice Center in their absence.
  • Operates an automobile to perform assigned job functions.
  • Performs related duties as assigned.
Qualifications Required

Education and Experience
  • Bachelor’s Degree from an accredited college or university in Public Administration, Social Work, Psychology, Sociology, Guidance and Counseling, Education, Business Administration or Criminal Justice or a related field.
  • Four (4) years of experience with youth in a residential/detention facility, social services field or a related setting.
  • Two (2) years of experience in the supervision of staff.
Preferred Education And Experience
  • Master’s Degree from an accredited college or university in Public Administration, Social Work, Psychology, Sociology, Guidance and Counseling, Education, Business Administration or Criminal Justice or a related field.
Required Licenses Or Certifications
  • Possession of a valid Michigan driver’s license and operable, insured automobile for authorized travel.
Knowledge Of
  • Residential best practices and the ability to apply policy and procedure.
  • Juvenile codes, Juvenile Facility Accreditation Standards, and other statutes, ordinances and case law pertaining to the care of juveniles.
  • Current trends and methods of addressing delinquency.
  • Juvenile justice reforms that emphasize residential care.
  • Principles of management, including program planning, development and oversight.
  • Licensing regulations and other regulatory requirements as they relate to secure residential facilities and operations.
  • Investigation techniques, report writing and effective communication skills.
  • Methods and procedures for program monitoring and evaluation.
  • Common behavior problems of delinquent and neglected youth.
  • Applicable computer applications.
  • Techniques to de-escalate/interact in potentially dangerous situations.
