Position: TITLE 32 DEPUTY SURFACE MAINTENANCE MANAGER (MI SMO)

Deputy Director Of Surface Maintenance Program

This position is located in the Joint Forces Headquarters-State, Logistics Directorate (J-4/G-4), State Surface Maintenance Management Office. The primary purpose of this position is to serve as the Army National Guard (ARNG) Deputy Director of the Surface Maintenance program in large states. As the deputy, serves as an alter ego to the ARNG Surface Maintenance Manager and fully shares in the direction of all phases of the organization's program which includes providing management direction, control, and accountability for ARNG surface maintenance programs and activities.

These consist of, but are not limited to, Combined Support Maintenance Shop (CSMS), Maneuver Area Training Equipment Site (MATES), Unit Training Equipment Site (UTES), and Field Maintenance Shops (FMS). Work requires comprehensive managerial knowledge of the principles, concepts, and practices involving ARNG surface maintenance facilities, equipment, and services. Manages, directs, coordinates, and oversees the ARNG State Surface Maintenance program. Determines goals and develop plans independently or jointly with higher management.

Plans and schedules work and production to be accomplished by subordinates, sets and adjust short-term priorities. Assigns work in consideration of employee skills and mission requirements. Exercises significant responsibilities dealing with headquarters' personnel, senior commanders, and staff officers of other units, organizations, and commands. Manages all aspects of the maintenance program, to include long- and short-range planning, maintenance training and proficiency, human resources direction, budgeting, etc.

Formulates directives, serves on policy boards, serves on financial management committees, etc. Provides technical and administrative advice to the Director of Logistics (DOL), commanders, and various staff officers regarding the surface maintenance programs, fiscal matters, organizational planning, and staffing for all levels of maintenance. Represents the state in major command conferences affecting the maintenance program. Plans and establishes maintenance policies, programs, and procedures to assure effective support of DoD (Department of Defense) and training mission requirements.

Confers with commanders and staff to establish and implement maintenance policies, programs, and procedures. Establishes goals, objectives, and requirements for surface maintenance related funds. Evaluates accomplishment of the surface maintenance program to ensure systems and programs are functioning properly; effective utilization and maintenance of equipment; and that projects are accomplished within established deadlines. Adjusts major scheduling of projects, as necessary, to meet changing requirements.

Directs inspections of operating activities to determine the condition of required facilities, the effectiveness of maintenance activities in support of programs, and to ensure coordination between such activities. Analyzes maintenance activity inspection reports and directs corrective action when necessary. Directs and coordinates the correction of maintenance deficiencies affecting unit readiness. Analyzes maintenance production impacting equipment readiness. Serves as program manager for surface maintenance funds.

Develops the maintenance financial requirement portion of the logistics budget for submission to the Program, Budget and Accounting committee (PBAC). Conducts staff conferences to outline priorities and collaborate on budget impacts caused by increased costs, changes in programs and facilities, mission/weapons system changes, and requirements for new facilities or facility remodeling, etc. Administers and monitors other maintenance funding programs as needed.

Exercises significant responsibilities in dealing with, or advising, higher ranked officials of other units or organizations. Assures that manpower requirements are met and coordinates through the DOL to provide manpower requirements justifications and other necessary information. Allocates available manpower resources. Develops, manages, and administers the maintenance ADSW program.
