GeneralSummary:
Under the general direction of the Chief Judge or his designee, manages and coordinates all non-judicial functions of the Probate Court and Family Division of Circuit Court. Is responsible for overseeing the daily operations of the Probate and Family Court, including child protective proceedings and juvenile delinquency cases. Performs a variety of high level administrative, managerial, and supervisor duties and functions in the operation and organization of the Probate Court and Family Division of Circuit Court.
Plans, develops, and implements programs and policies to deliver court services more efficiently, and maintains compliance with statute and court rules.
Duties and Responsibilities:
- Directs and oversees the day-to-day administrative operations of the Probate Court and Family Division of Circuit Court.
- Oversees and participates in the employee relations functions of the Court, including leading the Court collective bargaining teams, participating in disciplinary actions, reviewing grievances and dealing with other employee relations issues. Works with management staff to resolve all labor issues, including grievances. Meets regularly with the trial court administrator to resolve issues.
- Supervises the Shiawassee County Youth Center Director and the Youth Center’s programs and functions.
- Works with each court on the preparation of the budgets for the County and State including the Child Care Fund, makes budget presentation, and oversees the approved budgets for courts. Reviews and authorizes expenditures, signs and administers contracts, and monitors current budget status. Responsible for the Court’s accounting system and works with the Finance Department on accounting related issues. Negotiates or oversees the negotiation and administration of all contracts of the Court.
- Prepares applications and reports for current grants. Seeks additional grant opportunities as they become available.
- Prepares various operating or special reports detailing Court operations, statistics, and other information that requires operational research, explanation, and opinions. Defines management information requirements and oversees the collection, compilation, and analysis of statistical data.
- Responds to inquiries and requests from clients, attorneys, agencies, the media, and others providing information about the Courts and its policies, addressing concerns, and resolving complaints.
- Administers the Courts’ data processing system, works with the State Judicial Information System and the County Information Technology Department on required program changes and new program development.
- Assists staff in analyzing complex or difficult cases, planning appropriate treatment programs and resolving problems. Develops new programs and case- specific services in response to community and individual families’ needs.
- Develops and coordinates community-based treatment and other service programs for youth under the court’s jurisdiction. Serves as liaison to agencies and organizations providing treatment and other services. Monitors and evaluates services provided and prepares statistical reports as required.
- Reviews police reports and petitions. Conducts risk assessment and mental health assessments for incoming cases to screen for appropriate action.
- Keeps abreast of legislation, court rules, regulatory developments, and court operations. Establishes and/or revises, and implements policy and procedure to ensure compliance with Juvenile Code, applicable statutes and court
- Research, plan, and implement technological and equipment changes in the Court.
