Essential Functions
1. Supervises IT staff, including hiring, training, making assignments, scheduling, reviewing performance and dealing with employee relations issues. Delegates duties to other staff as needed.
2. Plans for future management of information system needs and directs departmental activities toward implementing those plans. Oversees the tracking and recording of departmental activity. Prioritizes and schedules projects.
3. Oversees and participates in the analysis of County operations to define Information Technology needs and the best alternative to meet those needs. Identification, evaluation and selection of appropriate systems to meet objectives and to promote electronic data exchange both internally and externally.
4. Designs, implements and administers local and/or wide area networks either as stand-along LANs or as interfaces or bridges to either internal or external systems.
5. Designs, implements, and maintains data communication protocols and systems for remote county operations and access by the public. Designs, builds and maintains appropriate Information Technology infrastructure.
6. Develops and updates departmental policies and procedures and Information Technology policies affecting user departments. Oversees and participates in the development of user and documentation manuals.
7. Evaluates hardware, software, and procedural packages for Information Technology Systems. Meets with users to help determine their needs. Evaluates new technology for application to County government.
8. Serves as technology liaison between the County and local agency's system integration and data exchange.
9. Organizes, oversees and conducts training programs on information systems for county employees.
10. Negotiates with vendors on prices and contract terms and conditions. Makes presentations to the Board of Commissioners when necessary concerning major purchases such as computer systems and support equipment.
11. Responsible for the overall cyber security and protection of Information Technology , network, equipment and data resources.
12. Responsible for meeting federal & state cyber security requirements and audits.
13. Responsible for development of the department's budget and monitoring the approved budget. Reviews and approves expenditures and ensures compliance with the budget.
14. Researches and evaluates new software and hardware technologies which could enhance the County's computer system. Maintains a thorough knowledge of products, issues and trends through attendance at seminars and workshops.
15. Serves in an on-call capacity for systems emergencies.
Employment Qualifications
Education:
Bachelor’s Degree in Information Technology is preferred, Computer Science or similar degree.
Experience:
Ten years of experience in Information Technology, management, and administration required, plus experience in large and small systems, programming, networks, data communications, common software products and Information Technology infrastructure, and management of staff.
