Job Summary
Reviews building plans to comply with International Code Council (ICC) codes, as well as local and national regulations. Evaluates and provides building permits, monitors customer communications, and assists with code enforcement policies and procedures.
Responsibilities- Reviews projects and construction plans to ensure compliance with International Building Codes and City codes and ordinances.
- Issues building permits.
- Enforces International Building Codes and City of Laredo ordinances.
- Provides customer service via email, phone, or in person.
- Prepares comments and feedback for customers, engineers, and designers, based on the International Building Codes, City’s Land Development Code, ordinances, and regulations adopted by The City of Laredo.
- Provides software and construction training for customers.
- Will be required to drive a City vehicle for city business use.
- Performs related work as required.
- Construction, building methods and practices, basic mathematics, and estimating.
- Customer service practices and tactical principles.
- Pertinent building inspection-related federal, state, and local laws, codes, and regulations, including all International Code Council Books, Land Development Code, and Code of Ordinances.
- Modern office procedures and methods including computers and applicable software, including GIS, Avolve, and Naviline.
- English grammar, spelling, and punctuation.
- Skilled in providing customer service.
- Planning, organization, and time management.
- Read and interpret building, architectural, civil, structural, mechanical, electrical, and plumbing plans.
- Compliance with all City of Laredo’s policies and procedures.
- Effective oral and written communication in English and Spanish.
- Build and maintain effective working relationships with others.
- Follow directions from supervisor and give directions to assigned staff.
- Perform strenuous and routine work.
- Maintain a valid Texas Driver License and a good driving record.
- Project a positive and professional image of the City of Laredo.
- Maintain good health and physical condition sufficient to permit the full performance of the duties of this position.
- Office or similar indoor environment, relatively free from unpleasant environmental conditions or hazards.
- Exerting up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull, or otherwise move objects, including the human body.

Education and Experience
- Bachelor's degree from an accredited college or university in Building Construction, Engineering, Architecture, or a related field.
- At least three (3) years of experience in building design, construction, or plan review. Experience with International Building, Mechanical, Plumbing, National Electrical, Fire, Energy, and Residential Codes is preferred.
- Council of Higher Education Accreditation (C.H.E.A.)
- Valid Texas Driver License. If applicant holds an out-of-state license, a State of Texas Driver License must be obtained within 6 months of employment.
- International Code Council Building Plan Examiner Certification must be obtained within 12 months of employment.
- International Code Council 1&2 Family Dwelling Inspector Certification is desirable.
- International Code Council Building Inspector Certification is desirable.
Continued employment is contingent on successfully obtaining required certification(s) and/or license(s) within the specified period of time indicated above from time of hire.
