Utility Coordinator I, II or III - TP&D Laredo District

The Laredo District is looking for a Utility Coordinator to work in the Advanced Planning Section based in Laredo, TX. In this position, the utility coordinator performs technical work related to new utility installations, state and/or federally funded utility adjustments and relocations. With the critical support of utility management in a rapidly expanding border District, TxDOT is designing, building, and maintaining the essential roadway/bridge infrastructure serving the Citizens of Texas.

Salary Range for each position level:

  • Utility Coordinator I B16, $40,918 - $61,130
  • Utility Coordinator II B18, $45,521 - $71,055
  • Utility Coordinator III B20, $51,158 - $81,351

The Texas Department of Transportation reserves the sole right in determining the level of position based on the applicant's work experience, education, skill level and all other appropriate factors, and based on business needs.

Minimum Salary: $40,918.00

Maximum Salary: $81,351.00

Position Description

Utility Coordinator I:
Coordinates and performs technical work related to new utility installations and state and/or federally funded utility adjustments and relocations. Work requires contact with private entities and governmental agencies. Employees at this level follow standard practices that do not require frequent supervision of details.

Utility Coordinator II:
Coordinates and performs technical work related to new utility installations and state and/or federally funded utility adjustments and relocations. Work requires contact with private entities and governmental agencies. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

Utility Coordinator III:
Coordinates and performs technical work related to new utility installations and state and/or federally funded utility adjustments and relocations. Work requires considerable contact with private entities and governmental agencies. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

Essential Duties Utility Coordinator I:

  • Assists with establishing and coordinates activities between the Department, federal agencies, utility companies and other entities.
  • Assists with implementing and interpreting Department policies and procedures as related to utility adjustments, relocations, negotiations, reimbursements and compliance with applicable state and federal laws.
  • Measures, coordinates and calculates payments such as betterment ratios, eligibility percentages, supplements, market value comparisons and relocation costs.
  • Assists in the review of schematics, utility adjustment plans and cost estimates, maps, surveys, field notes, property descriptions, pre-appraisal and appraisals, titles, deeds, legal and curative instruments and/or exhibits.
  • Assists with review of agreements, plans, specifications and billings submitted by the utility companies.
  • Assists with review and processing of new utility installation permits
  • Meets with utility representatives and other entities to explain the utility accommodation policy and relocation and reimbursement processes, negotiate, answer questions to resolve problems.
  • Assists with the preparation of the utility adjustment assembly folder to include all pertinent data and handout materials; prepares report for approval.
  • Assists with providing updates on current projects for progress and pending projects for planning and portfolio management purposes; consults and advises personnel in policies and procedures.
