This position is responsible for supervising the day-to-day operations of a water treatment plant.
Major Duties
* Directs the day-to-day operation of the water treatment plant.
* Operates equipment to control water flow and maintain proper operating levels.
* Services, maintains, operates, and repairs facilities and equipment, including large-scale pumping devices, chlorination and other chemical feed systems, storage facilities, and related equipment.
* Collects samples; performs laboratory analyses to ensure that treatment facilities are operating efficiently; supervises and carries out corrective actions.
* Trains, assigns, supervises, evaluates, and disciplines personnel.
* Makes rounds of plants; reads gauges and meters; records readings.
* Purchases equipment, materials, and supplies.
* Maintains maintenance and chemical analysis records; prepares logs, records, and reports, including required local, state, and federal reports.
* Prioritizes job assignments for subordinates.
* Responds to after-hours emergencies.
* Attends required training classes.
* Perform any other duties as assigned.
Knowledge, Skills, and Abilities
* Knowledge of water treatment principles, operations, and equipment.
* Knowledge of computers and job-related software programs.
* Knowledge of chemistry, mathematics, hydraulics, and biology.
* Knowledge of department and county policies and procedures, and federal, state, and local laws and regulations.
* Skill in the operation and maintenance of mechanical and electronic equipment.
* Skill in planning, organization, and decision-making.
* Skill in the supervision of personnel.
* Skill in thinking clearly under difficult circumstances.
* Skill in oral and written communication.
* Ability to communicate orally and in writing in the English language and orally in the Spanish language.
Minimum Qualifications
* Must have a high school diploma or GED from an accredited institution.
* Must have at least one ( 1 ) year of related experience.
* Possession of or ability to readily obtain an appropriate state-certified license for water or wastewater treatment or distribution, as appropriate.

Complexity/Scope of Work
* The work consists of varied administrative, supervisory, and technical duties. Changing water conditions contribute to the complexity of the position.
* The purpose of this position is to supervise the operation of a water treatment plant. Successful performance helps ensure the provision of safe drinking water for all public water supply users.
Physical Demands/Work Environment

* Ascending or descending ladders, stairs, scaffolding, ramps, or poles, etc.
* Moving oneself in different positions to accomplish tasks in various environments, including tight and confined spaces.
* Remaining in a stationary position, often standing or sitting for prolonged periods.
* Moving to accomplish tasks or moving from one worksite to another.
* Adjusting or moving objects up to 50 pounds in all directions.
* Repeating motions that may include the use of wrists, hands, and/or fingers.
* Operating machinery and/or power tools.
* Operating motor vehicles or heavy equipment.
* Driving a County vehicle or a personal vehicle for County business.
* Working in low temperatures.
* Working in high temperatures.
* Working in outdoor elements such as precipitation and wind.
* Working in noisy environments.
* Working in hazardous conditions.
* Working in poor ventilation.
* Working in small and/or enclosed spaces.
* Working in adverse environmental conditions is expected.
* Sedentary work that primarily involves sitting/standing.
* Light work that includes carrying objects up to 20 pounds.
* Medium work that includes carrying objects up to 50 pounds.

Other Requirements/Information
* Must possess a valid and current Texas driver's license for the type of vehicle or equipment operated.
* The Webb County Drug and Alcohol Policy applies to this position. Pre-employment drug and alcohol testing, a Motor Vehicle Record (MVR) check, and a criminal background check are required.
* This position is covered by Civil Service; therefore, is subject to the Civil Service Rules and Regulations in addition to all other Webb County policies.
Valid Texas Driver's License
