Job Summary

Reposted: 6/15/2026 The Licensed Chemical Dependency Counselor for the Community Supervision and Corrections Department (CSCD) is responsible for providing counseling and treatment services to individuals on probation. The Counselor conducts assessments, develops treatment plans, and provides individual and group counseling focused on addressing substance abuse issues while supporting clients in their rehabilitation and successful reintegration into the community. This position requires comprehensive knowledge of addiction treatment, criminal justice practices, and effective case management strategies.

This position also involves collaborating with other departments, divisions, agencies, and community organizations to maximize the use of available resources for chemical dependency treatment and rehabilitation services.

• Provides substance abuse counseling and recovery skills training while facilitating educational groups in accordance with Substance Abuse Treatment Program standards, guidelines, policies, and procedures.
• Conducts interviews, screenings, and evaluations to assess offenders' eligibility for program participation.
• Maintains comprehensive offender records, including service documentation and workload statistics, and compiles data for required reports and submissions.
• Serves as a liaison for participants in training programs, workshops, and seminars.
• Develops and implements follow-up and aftercare plans for offenders prior to release and provides information regarding community resources for continued treatment and placement.
• Performs other duties as assigned by the Special Program Supervisor.

• Knowledge of alcoholism, chemical dependency, addiction, co-dependency, and related disorders.
• Knowledge of counseling techniques, treatment modalities, and chemical dependency recovery processes.
• Skill in communicating ideas and instructions clearly and effectively.
• Skilled in reviewing technical data and preparing detailed reports.
• Skill in conducting interviews and administering screening tools.
• Skill in bilingual communication (Spanish/English) and the ability to interpret and translate between both languages.
• Skilled in problem-solving and decision-making techniques.
• Skill in interpreting and applying rules, regulations, policies, and procedures.
• Skill in using computers and related equipment in both stand-alone and networked environments.
• Ability to coordinate effectively with staff, departments, officials, agencies, organizations, and the public.
• Ability to prepare and maintain accurate records, files, and reports.

Education and Experience:

• Must have a high school diploma or GED from an accredited institution.
• Must possess a valid and current license as a Licensed Chemical Dependency Counselor (LCDC) by the Texas Department of State Health Services (DSHS).
• Must have at least one (1) year of full-time, wage-earning experience in substance abuse treatment or substance abuse education.
• Must possess a valid and current Texas driver's license.
• Must have reliable transportation and provide proof of liability insurance.
• Must not be employed as a peace officer.
• Must not be currently on community supervision, parole, or serving a sentence for a criminal offense.

• The Webb County Drug and Alcohol Policy applies to this position. Pre-employment drug and alcohol testing, a Motor Vehicle Record (MVR) check, and a criminal background check are required.
• This position is not covered under Civil Service; however, all other Webb County policies apply.
