Summary
The Recruitment Specialist manages IHSC recruitment and hiring for U.S. Public Health Service Commissioned Officers. Develops and implements recruitment strategies, conducts outreach, collaborates with stakeholders, manages recruitment data, and assists candidates.
EligibilityPosition open only to current USPHS officers. USPHS Call to Active Duty (CAD) candidates and civilians are not eligible for this position.
Duties and Responsibilities- Develop, facilitate, and implement all phases of the IHSC recruitment process, including creating recruitment/hiring announcements, candidate examinations, selections for IHSC, recruitment reports, auditing and closing out announcements.
- Identify and implement efficient and effective recruiting methods and strategies based on the available role, industry standards, and the needs of the organization.
- Collaborate with administrative staff and hiring managers to fulfill their recruitment and staffing needs, including notifying hiring officials of candidate‑requested site visits.
- Develop outreach programs and establish agreements with representative colleges, universities, and local medical and educational facilities.
- Host and attend in‑person and virtual events, visits to job fairs, and events hosted by professional associations.
- Manage IHSC recruitment and retention processes, including internal and external collaboration, coordination, recruitment event management, and development of recruitment and retention procedures.
- Contact potential candidates by phone and e‑mail, answer calls, web‑based inquiries, virtual chat group messaging, etc., relating to employment with IHSC.
- Assist interested candidates with questions related to the application process, qualifications, current vacancies, and provide general information regarding benefits, pay, and leave schedules.
- Create, review, or edit all written materials used for advertising in professional journals, web‑based postings, public‑facing webpages, magazines, billboards, etc.
- Provide advice and assistance to collateral duty recruiters and supervisors in response to specific recruitment requests.
- Manage the IHSC recruitment strategy, policy, guide, and standard operating procedures.
- Conduct recruitment & staffing data analysis, interpret data, and produce reports for dissemination to IHSC Leadership.
- Perform other duties as assigned.
- U.S. citizen.
- Must successfully pass a background investigation.
- Must successfully pass a drug screen.
- Males born after 12/31/59 must certify registration with Selective Service.
- Must meet all requirements by the closing date of the announcement unless otherwise noted.
- Upon appointment, officers are required to serve an 18‑24‑month commitment to IHSC.
- Must not have a current Assignment Pay Agreement (if one exists, it must be fulfilled within 90 days of application submission).
- Applicants must be current USPHS Commissioned Corps Officer.
- Must participate in IHSC TDY On‑Call Schedule (ITOS). ITOS is either an entire month or two 16‑day periods per year.
- Comprehensive knowledge of recruitment and placement processes and occupational design of positions within assigned organizations.
- Excellent written and oral communication skills to develop and deliver virtual presentations, briefings, project papers, status/staff reports, and correspondence to managers or hiring authorities.
- Coalition building, networking, and fostering relationships with internal and external stakeholders; ability to work in a fast‑paced environment.
- Sitting and/or standing for extended periods (6‑8 hours).
- Repeated bending motion.
- Average manual dexterity for computer operation.
- Phone use for extended periods.
- Travel required for recruitment events, conferences, and workshops.
- Graduate degree in human resources management preferred; or graduate/professional degree in a health profession discipline with program management experience.
- If a clinician, must maintain requirements for clinical licensure and be able to TDY internally to support the field as needed.
