Responsibilities include program development, serving as a liaison to referral sources regarding client eligibility, coordinating with funding and regulatory agencies, providing staff supervision, and delivering clinical and programmatic consultation to collaborating agencies.

This position serves in a leadership role within multi-agency collaborations that provide community-based services for children with behavioral health concerns. The Program Manager provides staff supervision and support, quality assurance, and casework monitoring to ensure effective program operations and serves as a resource to community agencies and organizations regarding behavioral health issues and family services.

Key Responsibilities Program Administration Monitor program requirements and ensure staff meet documentation, reporting, and compliance deadlines.

Maintain ongoing communication with contract managers regarding BNet and CAT program operations, including client eligibility and approval status.

Complete and submit all required reports accurately and within established timelines.

Prepare and distribute monthly BNet and CAT census reports.

Assist in the development, implementation, and ongoing review of clinical protocols, procedures, and program practices.

Staff Leadership and Supervision Ensure staffing levels appropriately meet program and client needs.

Monitor caseloads and referral volume to maximize staff utilization and ensure equitable case distribution.

Monitor employee productivity through documentation reviews, performance metrics, reporting systems, and hours worked.

Develop and implement performance improvement plans when productivity expectations are not met.

Ensure staff documentation is completed within established agency time frames.

Provide onboarding, orientation, training, and ongoing support for new employees.

Clinical Oversight and Service Coordination Maintain contact with families and referral sources during the eligibility and approval process.

Review intake assessments, interventions, treatment plans, discharge plans, and related documentation to ensure quality and compliance.

Coordinate services for children and families by:

Referring clients to appropriate network providers.

Sharing relevant clinical information with service providers.

Participating in staffing meetings and treatment planning activities, as needed.

Ensure enrolled children receive services at the appropriate level of care, including alternative services when indicated.

Serve as a resource to families regarding treatment options, available services, community resources, and program benefits.

Community Partnerships Promote program services to referral sources, including Pinellas County Schools, Florida Healthy Kids providers, Children's Crisis Units, Case Management Organizations, the Department of Juvenile Justice, and other community partners.

Develop and maintain collaborative relationships with referral sources, funding agencies, and community stakeholders.

Serve as a resource to community agencies regarding behavioral health issues and family services.

Recruitment and Hiring Partner with Human Resources to recruit and fill vacant positions in a timely manner.

Review applications and resumes to determine candidate qualifications.

Conduct interviews and assess candidate suitability for open positions.

Complete reference checks, including verification from the candidate's most recent supervisor.

Recommend qualified candidates for hire and submit required hiring documentation to Human Resources.

Other Responsibilities Perform other duties as assigned.

Physical Requirements Ability to see and hear sufficiently to respond appropriately in emergency situations.

Ability to lift and carry up to 30 pounds.

Ability to sit, stand, bend, twist, and move for extended periods as required by job duties.

Ability to travel locally as needed.

Ability to move independently between agency facilities and community locations.

Ability to communicate effectively, both verbally and in writing.
