Johns County! The St. Johns County Public Works Department maintains, preserves, and protects the infrastructure resources of the County in the most efficient and effective manner possible. Public Works is made up of Engineering Services, Traffic Operations, Fleet Maintenance, Road and Bridge, and Solid Waste.

Employees work in a team-oriented environment in a variety of divisions with two common goals in mind: to provide the best services to our citizens and to provide the best maintained infrastructure in North Florida.

The newly selected Solid Waste Manager will manage the operations and performance of the Solid Waste Division.
** ESSENTIAL RESPONSIBILITIES
*** Ensures compliance with federal, state and local regulations related to solid waste management, including Department of Environmental Protection permits for the transfer station, landfill closures, and waste tire collection facility; maintains data records and reports as required.
* Answers questions and responds to problems from franchise holders, county officials, government officials, county personnel, and the general public.
* Analyzes and implements annual budgets and budget reports; tracks and administers funds.
* Supervises the work of solid waste environmental projects.
* Negotiates and manages franchises and contracts for residential collection, disposal and recycling and for commercial and construction/demolition services.
* Oversees the Non-Ad-Valorem assessments for solid waste for all new and existing dwellings.
* Trains, assigns, directs, supervises, evaluates and disciplines personnel.
* Maintains a full-time presence on the job.
* Performs other duties as assigned.
** ESSENTIAL REQUIREMENTS
*** Bachelor's Degree from an accredited college or university in a related course of study to the occupational field. An equivalent combination of education, relating training, and /or relevant work experience may be considered in lieu of a degree.
* Minimum of eight (8) years progressively responsible related experience in solid waste management, landfill operations, or waste to energy facilities.
* Possession of or ability to obtain and maintain the following certifications:
Initial Transfer Station Operator (FDEP), Material Recycling Facility (MRF) Spotter (FDEP), Hazardous Waste Operator (OSHA).
* Must possess and maintain a valid Florida driver’s license and any other endorsements necessary to legally operate vehicles used while assigned to this position.
* Must possess good interpersonal and communication skills to serve others.
* Must be able to comprehend, speak and write the English language.
* Must be able to operate a computer.
** ESSENTIAL SKILLS
*** Knowledge of management methods and techniques.
* Knowledge of solid waste management regulations, theories, and procedures.
* Knowledge of laws and ordinances affecting solid waste operations.
* Knowledge of budgetary principles and practices.
* Knowledge of supervisory principles and practices.
* Knowledge of computers and job related software programs.
* Skill in planning, organizing, directing and coordinating the work of personnel.
* Skill in the analysis of problems and the development and implementation of solutions.
* Skill in the preparation of clear and precise administrative reports.
* Skill in oral and written communication.
