Job Overview
Title: Associate Director Proposal Manager – Strategic Communications
Location: Largo, Florida, USA (Hybrid)
Employment Type: Hybrid – day shift only
Security Clearance: Top Secret (active and transferable, required prior to start date)
Citizenship: U.S. citizen required – U.S. government issued security clearance is mandatory.
Key Responsibilities- Execute timely development, analysis, and completion of proposals through collaboration with functions across the business area.
- Ensure proposals meet quality, schedule, and affordability targets for Raytheon and its customers.
- Develop and champion innovative methodologies to accelerate contract awards.
- Direct and oversee coordination of proposal evaluation notices, fact‑finding questions, and final proposal revisions with senior leadership.
- Assist teams with proposal kickoffs and provide outline and formatting guidance for the Proposal Response.
- Provide guidance and strategy for Submit Gates, mentoring proposal team members on role delegation, responsibilities, and decision‑making at the lowest responsible level.
- Coordinate staffing on proposals and manage pre‑RFP activities to meet needs as appropriate.
- Leverage networks and opportunities with internal and external stakeholders to shape requirements.
- Emphasize compliance with export/import regulations, the U.S. Foreign Corrupt Practices Act, and equivalent export control and business ethics regulations for foreign customers and partners.
- Multi‑task across multiple proposals simultaneously and assist the Capture Manager in guiding proposal team personnel.
- Travel as needed, no more than 10% of the time.
- Raytheon and Business Acumen – SBU & SSBU organizational structure, responsibilities within programs and functional areas, and deliverables.
- University degree or advanced degree in a related field.
- 12+ years of relevant experience or 10+ years if holding an advanced degree.
- Prior experience with Earned Value Management System (EVMS) or equivalent.
- Active, transferable Top Secret clearance required prior to start.
- Experience managing and communicating across a highly matrixed organization, including finance, contracts, engineering, supply chain, and other functions.
- Experience establishing proposal response timelines, tracking, and providing status updates throughout the proposal cycle.
- Experience managing complex internal and external relationships, including collaboration with a prime contractor and the U.S. Government.
- Prior work in Supply Chain, Estimating, Capture Management, Finance, or Project Management.
- Experience in proposal and/or contracts management for multi‑year or multi‑award efforts.
- Experience managing cost, schedule, and performance, including EVM, in deadline‑driven environments.
- DAU, PMP, or other project management certifications.
- Understanding of the DoD acquisition process, DAU Program Management, and TINA compliance.
- Strong proficiency in Microsoft Excel.
- Competitive salary range: $157,200 – $298,800 USD.
