About the Position

This senior-level management position is responsible for exercising independent judgment in managing the overall administration of the HCV Program by ensuring compliance with governing regulations; implementation and development of agency policies; overseeing quality program performance; and assisting in the facilitation of strategic initiatives designed to improve operational efficiency, program utilization, and service delivery systems. The Deputy Manager is responsible for providing operational leadership through direction, coordination, and supervision of professional staff engaged in front-facing program services including eligibility determinations, occupancy and leasing activities, stakeholder engagement, waitlist management, quality control, and customer service functions.

The Deputy Manager, under the general supervision of the Division Manager, will be responsible for performing management analyses and providing recommendations on administrative, programmatic, and budgetary areas of a complex and technical nature. The desired candidate should possess strong leadership abilities, extensive knowledge of HUD regulations, and a demonstrated ability to manage complex housing programs while fostering a culture of accountability, professionalism, and excellent customer service.

This body of work involves considerable independent decision-making, personnel management, problem‑solving, strategic planning, and interaction with HUD representatives, community partners, landlords, elected officials, and program participants.

About the Agency

The Housing Authority of Prince George’s County, Maryland (HAPGC) provides Prince George’s County residents with low‑to‑moderate incomes with safe, decent, and affordable housing. The HAPGC receives federal funds directly from the U.S. Department of Housing and Urban Development (HUD) to administer the Housing Choice Voucher program (HCV) and Public Housing Programs. Most of the affordable housing assistance is in the form of rental units that must meet rigorous housing quality standards.

The HAPGC also provides its participant families with programs that encourage them to become self‑sufficient which may potentially lead to home ownership opportunities. The Housing Assistance Division (HAD) and Housing Choice Voucher Division (HCVD) administer and implement the federal rental assistance and public housing programs for the County.

  • Assists the Division Manager in planning, organizing, directing, and evaluating all Housing Choice Voucher Program operations.
  • Supervises Program Managers directly and oversees the day‑to‑day administration of the HCV Program to ensure efficient and effective service delivery.
  • Establishes operational priorities and monitors workflow to ensure program objectives and performance standards are achieved.
  • Evaluates staff performance and provides coaching, mentoring, corrective action, training, and professional development opportunities.
  • Assists with workforce planning, succession planning, recruitment, onboarding, and employee retention initiatives.
  • Monitors program utilization, leasing rates, budget authority, HAP expenditures, and funding utilization to maximize available resources.
  • Reviews operational reports, performance metrics, and management dashboards to identify trends and implement corrective actions.
  • Ensures compliance with HUD regulations, Notices, administrative policies, and applicable federal, state, and local laws.
  • Oversees quality control activities, file reviews, audits, and compliance monitoring efforts.
  • Coordinates agency responses to HUD reviews, SEMAP assessments, audits, and monitoring findings.
