At the Pinellas County Housing Authority (PCHA), our mission is to provide quality, affordable housing and improve the lives of residents. We are seeking an experienced and mission-focused Asset Manager to lead the successful operation of a diverse portfolio of public, affordable, and market-rate rental communities.

This position is ideal for a collaborative leader who understands that strong property operations are about more than budgets, occupancy, and compliance—they are about creating well-managed communities where residents can thrive.

Reporting to the Chief Operations and Programs Officer, the Asset Manager will provide operational oversight, guide property teams, monitor financial performance, support employee development, and ensure assigned communities operate efficiently, responsibly, and in alignment with PCHA’s mission.

How You Will Support Our Mission
  • Provide leadership and oversight to property management and maintenance teams across an assigned housing portfolio.
  • Ensure public, affordable, and market-rate communities operate efficiently and provide a positive experience for residents.
  • Support Property Managers and step into the Property Manager role when operationally necessary.
  • Monitor occupancy goals and develop effective marketing strategies to maintain a steady flow of qualified applicants.
  • Review financial performance, analyze budget variances, and assist with annual operating budgets.
  • Evaluate income and expense trends and provide clear recommendations to strengthen property performance.
  • Review and approve invoices, reports, and other operational documentation.
  • Ensure compliance with Fair Housing laws, HUD requirements, funding regulations, and PCHA policies and procedures.
  • Promote consistent training, professional development, and performance expectations for property employees.
  • Coordinate with governmental agencies, housing authorities, community partners, residents, and members of the public.
  • Identify operational challenges, evaluate solutions, and implement improvements that support organizational goals.
  • Respond effectively to property emergencies and time-sensitive operational needs.

Qualifications / What You Bring
  • Five or more years of progressively responsible administrative or management experience.
  • Experience managing or leasing market-rate, public, or affordable housing.
  • Strong knowledge of property operations, budgeting, maintenance, compliance, and resident services.
  • Experience supervising, coaching, and developing employees is preferred.
  • Housing authority experience and knowledge of HUD programs, regulations, and requirements are preferred.
  • Bachelor’s degree in accounting, business administration, management, or a related field is desired.
  • An equivalent combination of education, training, and relevant experience may be considered.
  • Certified Apartment Manager certification is preferred.
  • Ability to analyze financial and operational information and make sound, timely decisions.
  • Strong written, verbal, organizational, and relationship-building skills.
  • Ability to interpret complex policies, regulations, funding requirements, and agency procedures.
  • Florida Class E driver’s license and the ability to meet PCHA’s insurance requirements.
  • Ability to respond to emergencies during and outside normal working hours when necessary.
