Job Summary

This semi‑professional role includes inspection, maintenance, and construction activities related to stormwater facilities, rights‑of‑way, and roadways under the City’s jurisdiction. Work must comply with Federal, State, and local regulations, including the City of Largo’s National Pollutant Discharge Elimination System permit regulations. Work is performed under the direct supervision of a supervisor or designated supervisor to ensure adherence to schedules, safety, and procedures.

Essential Duties and Responsibilities

  • Leadership:

  • Management:
    Effectively manage assignments, priorities, and projects ensuring fulfillment of tasks and adherence to risk‑management and safety procedures.
  • Technical – All Levels (Trainee within 12 months of hire):
    • Inspect and maintain street and stormwater facilities throughout the City and report needed repairs to the supervisor.
    • Operate Class‑A CDL vehicles to transport equipment and materials to and from job sites as needed.
    • Operate small power tools and equipment to maintain roadways, right‑of‑ways, or recreation areas.
    • Perform minor maintenance and routine housekeeping on assigned equipment following safety precautions.
  • Technical – Technician

    I (All of the above, plus):
    • Operate forklifts, flatbed trucks, asphalt trucks, tractor‑mowers, and mini‑wheel dump trucks.
    • Handle chemicals for waterways and roadway spraying.
    • Set line and grade for roadway and stormwater construction.
    • Inspect, maintain, repair, or construct streets, alleyways, easements, right‑of‑ways, sidewalks, waterways, ditches, culverts, and other stormwater facilities throughout the system.
  • Technical – Technician

    II (All of the above, plus):
    • Function as Crew Leader when needed and certify to train other staff in safe operation of heavy equipment.
    • Operate street sweeper, vacuum truck, CCTV, and Gradall equipment.
  • Technical – Technician Senior (All of the above, plus):
    • Read and follow blueprints and function as Crew Leader.
    • Operate Class‑A CDL vehicles to transport equipment and materials to and from job sites.

  • Performs related work as required.
Emergency Response Status

Employees are required to work as directed during an undeclared or declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, locations other than the normal work site, and duties beyond those specified in the official job description.

Minimum Qualifications Trainee
  • High School Diploma or GED.
  • One (1) year of experience operating trucks, tractors, or related equipment.
  • Florida CDL B permit with air brakes within six (6) months of hire;
    Class‑B license within 12 months.
  • Certifications:

    Intermediate Maintenance of Traffic, NIMS Training, FDEP Sediment and Erosion Control, FSA Stormwater Level

    I, FWPCOA Stormwater Class

    C andB, and Pinellas County Landscaping Best Management Practices.
TechnicianI
  • High School Diploma or GED.
  • Three (3) years of experience operating trucks, tractors, or related equipment.
  • Florida Class

    B CDL License.
  • Certifications:

    Intermediate Maintenance of Traffic, NIMS Training, FDEP Sediment and Erosion Control, FSA Stormwater Level
