Job Summary
Oversee and perform advanced governmental accounting functions, including general ledger and grant accounting, financial reporting, reconciliations, and audit support. Ensures accuracy, compliance, and integrity of financial records across multiple funds and accounts in accordance with applicable policies and regulations. Provides lead direction, review, and training to accounting staff while supporting internal controls and process improvements. Serves as a liaison for auditors and internal departments and assists with financial system implementations and enhancements as needed.
EssentialDuties
1. Accounting Operations
- Review, monitor, and analyze financial transactions to ensure proper fund, cost center, and account coding and accurate, timely recording of expenditures and revenues.
- Examine financial transactions for completeness, accuracy, and compliance with accounting standards, financial procedures, and regulations.
- Perform complex accounting functions related to general ledger and grant accounting activities.
- Assist with accounts receivable functions as assigned.
- Facilitate monthly accounting period close processes.
- Prepare and review journal entries, journal vouchers, reconciliations, accounting adjustments, and supporting schedules.
- Verify proper account coding and financial posting accuracy.
- Prepare internal financial reports and supporting documentation.
- Analyze and review complex financial statements and reports.
- Prepare schedules, journal entries, and supporting documentation for annual financial statements and grant reporting.
- Collaborate with auditors and respond to requests for financial and accounting information.
- Answer accounting and financial questions related to financial statement preparation and reporting requirements.
- Prepare and review monthly financial statements.
- Prepare and review management discussion and analysis sections for annual financial reports.
- Prepare and submit required financial reports to external entities in an accurate and timely manner.
- Review grant activity and coordinate with departments to support grant compliance and reporting requirements.
- Monitor grant funding activity and provide scheduled updates and guidance to grant principal investigators regarding funding availability and compliance requirements.
- Coordinate with the Performance and Budget Office on grant administration activities, grant setup, and drawdown requests.
- Work with external consultants to support efficient and accurate implementation of grant modules within financial systems.
- Monitor internal controls and ensure compliance with accounting procedures, policies, and financial regulations.
- Serve as a resource to departments and staff regarding accounting policies, procedures, and compliance requirements.
- Review accounting work performed by assigned staff to ensure accuracy, completeness, and compliance with established procedures.
- Meet with staff to discuss workload, resolve technical and administrative issues, and assign priorities and projects.
- Evaluate accounting functions, resources, processes, and procedures to identify operational improvements and recommend corrective actions.
- Interpret accounting rules, regulations, policies, and procedures to provide guidance to staff and departments.
- Provide training, technical guidance, and employee development support.
- Conduct research and analyze financial data, reports, and contracts for special projects and operational needs.
- Provide technical assistance and respond to financial and accounting inquiries from County staff, government agencies, and the public within scope of authority.
- Assist in the development and implementation of improved accounting practices and financial procedures.
- Support financial system implementation and enhancement projects as assigned.

QualificationsA. Education
Bachelor's degree from an accredited college or university in accounting, finance, auditing, or business administration or related field.
