PURPOSE SUMMARY
Plan, organize, coordinate, manage, and supervise the design, signing, and striping activities in support of County public works projects. Oversee National Pollutant Discharge Elimination System (NPDES) activities; oversee compliance review activities and perform other administrative tasks in support of the department.
ESSENTIAL DUTIES1. Prepare and oversee engineering projects
- Plan and design road, drainage, bridge, and other public works projects.
- Review design work created by staff.
- Mentor and supervise design staff.
- Prepare contracts, as-builts technical specifications, bid documents, reports, and studies.
- Coordinate and conduct construction inspections to ensure compliance with standards.
- Work with stakeholders to develop strategic infrastructure plans across the County.
- Prepare funding applications.
- Coordinate projects with local, state, and federal agencies.
- Represent the Engineering Division and the County in meetings regarding projects and planning for County transportation.
- Represent the County on the Metropolitan Planning Organization (MPO) Technical Advisory Committees.
- Prepare plans and specs for projects, coordinate with the Purchasing Department for Advertisement, bidding phases, and request for proposals (RFP’s).
- Conduct pre-bid and pre-construction meetings.
- Manage and oversee construction projects.
- Prepare and review change orders and contractor payments.
- Prepare and review traffic impact reports.
- Supervise traffic studies and counts.
- Take traffic-related complaints and develop solutions.
- Prepare the annual report for the Environmental Protection Agency (EPA).
- Coordinate the collection of data required by EPA to maintain required permits.
- Supervise the preparation and review of the Storm Water Pollution Prevention Plan (SWPPP).
- Coordinate tasks with other departments required by EPA.
- Assist with coordinating required EPA training.
- Supervise sign maintenance crews.
- Create and maintain sign database.
- Review plans, plats, contracts, construction materials, and schedules for all permitted construction projects and submittals.
- Issue subdivision, grading, driveway, right-of-way, SWPPP, and other permits when approved.
- Review special use permits, zone changes, variances, and waiver requests.
- Attend and oversee attendance of various meetings, including Extraterritorial Zone (ETZ), Equitable Target Areas (ETA), Design Review Committee (DRC), and Planning and Zoning (P and Z) meetings.
Other related duties may be assigned.
QUALIFICATIONS EducationBachelor’s degree in civil engineering, engineering technology, or an engineering discipline.
ExperienceFour (4) years of experience in planning, design, and construction projects; one (1) year of supervisory or management experience in an engineering environment. Public sector employment or consulting to the government is preferred. Prior experience with computers, including surveying software, Geographic Information System (GIS), Arc View, and AutoCAD Land Desktop, is also preferred.
Licenses/CertificationsValid unrestricted driver’s license. Licensed as a New Mexico Professional Engineer (PE) or must obtain within six (6) months of hire.
OtherMust pass a background and driving record check.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION Must have knowledge of- Principles and practices of civil engineering and surveying.
- State and local standards for construction and design, zoning, and land use regulations.
- Various engineering and office software programs including AutoCAD, HEC-RAS, Banner, Workforce Central, Microsoft Office, or related programs.
- Proper methods to maintain accurate records, computer operation, applicable software, and general office equipment.
- Computer and GIS operation.
- Gathering, plotting, and researching applicable information.
- Organizing and prioritizing numerous tasks.
- Using initiative and judgment in working independently while recognizing matters to refer to the supervisor.
