The primary goal of this position is to support the long-term delivery of reliable, safe, and sustainable drinking water by public water systems in New Mexico. This position will be responsible for providing outreach and support to public water systems to promote regional collaboration. The position will assist in conducting water and sewer rate surveys. This position will collaborate with the Resiliency Team and other teams to develop criteria, and conduct needs assessments to evaluate community drinking water systems vulnerability to support improved compliance with the Safe Drinking Water Act.

Finally, this position will work with Mutual Domestic Water Consumer Associations (MDWCAs) and technical assistance partners on board training and compliance with the Sanitary Projects Act and other regulatory requirements by providing technical assistance through work plan development.

• Outreach to community water systems for participation in the annual water and sewer rate survey, analysis of data and distribution of rate survey to water systems and other interested parties
• Develop and update outreach materials in the forms of power point presentations, brochures, guidance documents
• Deliver board trainings to Mutual Domestic Water Consumer Associations (MDWCAs) and other interested public water systems
• Provide technical planning assistance and training for public water systems and their communities throughout the state
• Collaborate with technical assistance providers, other teams and state agencies to complete contract deliverables, needs and vulnerability assessments, and rate surveys
• Compile assessments and risk analysis data to identify and rank the severity of failing and at-risk water systems to develop priority assistance recommendations for department leadership
• Collaborate with bureau management team and department attorneys and leadership to evaluate NMED jurisdiction over MDWCAs and revision of existing Sanitary Projects Act statutory requirements and rules

The ideal candidate will have experience in the following:

• Developing and implementing public outreach campaigns
• Interpersonal and communication skills across a variety of communication mediums, including but not limited to in person and virtual training experiences
• Evaluating data and performing in depth analysis to prepare technically complex water resources reports and maps to incorporate into vulnerability assessments
• Strong technical writing, research and GIS skills

Bachelor's Degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science, Emergency Management, or Engineering and four (4) years of relevant experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience.

Must possess and maintain a valid driver's license. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage under sometimes stressful situations as well as outside of the office. Some sitting, standing, bending and reaching may be required. Occasional overnight travel to hold classroom trainings, workshops, and conference attendance.
