Position: GIS Technician I

Overview

Maintains and updates Geographic Information System (GIS) database, and provides assistance in data compilation and retrieval of maps and data for City departments and citizens.

Environmental Factors

Work is performed primarily in a standard office environment; occasional field work may be required.

Physical Factors

Light physical demands with frequent use of a personal computer.

Work Situation Factors

Position involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, and responding to customer issues. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies.

FIRST CONSIDERATION MAY BE GIVEN TO CURRENT EMPLOYEES WHO MEET THE MINIMUM REQUIREMENTS.

This recruitment will be used to fill a full-time, regular position in the Utilities Department, but may be used to fill vacancies in various City of Las Cruces departments.

Full-time, regular, non-exempt position.

Position is graded at RN12

  • Inputs, updates, and maintains the City's GIS database and maps according to department policies and procedures using ESRI GIS software; assists in cleaning up data and making corrections in response to changes and additional data sets integrated into GIS.
  • Updates the digital data layers and creates corresponding maps; compiles geographic data from a variety of sources; scans, rectifies, and digitizes data; enters data attributes, checks for errors, and verifies accuracy; makes required corrections, edits and refines GIS data, and updates database; performs quality control checks to assure integrity of GIS data and applications.
  • Produces effective maps, applications, reports, and solutions; determines and executes the appropriate sequence of data processing tasks; uses established GIS to generate and utilize spatial overlays and models; prepares maps, plans, charts and other graphics as directed.
  • Provides assistance to departments, clients, and general public in obtaining information; researches and compiles materials and maps; produces digital copies of City data as requested; responds to requests for information; provides technical information to citizens and City staff as authorized.
  • Writes, updates, and maintains user documentation and procedures for GIS applications; maintains standard maps, map templates, and layer files.
  • Contributes to the development and implementation of GIS data structure and database design, Metadata standards for GIS data, and quality assurance and control methodologies for GIS datasets.
  • Assists and trains city staff members in the operation of online GIS applications and software, the query and display of geographic data and other GIS related questions.

Associates degree in Computer Science, Geography, Geographic Information Systems and Technology, Geology, Information Technology, Engineering Technology, Management Information Systems or related field AND one (1) year of GIS systems and software experience. Experience using ArcGIS (ArcGIS Pro, ArcGIS Online, and Portal) is preferred; experience with Intergraph, or AutoCAD will be considered. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.

Licenses/Certification(s)

Valid driver’s license is required. Position requires an acceptable driving record in accordance with City of Las Cruces policies.

Knowledge of: principles, practices, techniques, activities, rules, and regulations related to land planning, surveying, mapping, global positioning systems and usage of aerial photography and satellite imaging; principles and practices of geographic information systems, including data compilation techniques, ESRI, ARCINFO software applications, graphics applications and overlays, and spatial models for computer analysis; principles and capabilities of computer systems, including networked environments and peripheral devices;
